HomeMy WebLinkAboutOrdinance 21882-09-2015 ORDINANCE NO. 21882-09-2015 AN ORDINANCE INCREASING THE ESTIMATED APPROPRIATIONS IN THE STORMWATER UTILITY FUND IN THE AMOUNT O $300,000.00, AND DECREASING THE ASSIGNED FUND BALANCE SAME AMOUNT, FOR THE PURPOSE OF TRANSFERRING FUNDS TO THE STORMWATER CAPITAL PROJECTS FUND TO FUND A PROFESSIONAL SERVICES AGREEMENT WITH IIALFF ASSOCIATES, INC., FOR DRAINAGE SI VI SERVICES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CVMiJLA`I'IVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES I CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the Budget of the City Manager, there shall also be increased estimated appropriations in the Stormwater Utility Fund in the amount of$300,000.00, and decreasing the assigned fund balance by the same amount, for the purpose of transferring funds to the Stormwater Capital Projects Fund to fund a Professional Services Agreement with Halff Associates, Inc., for drainage design review services. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached supplemental appropriation ordinance increasing the estimated appropriations in the Stormmwater Utility Fund in the amount of$300,00 . 0 decreasing the available cash balance by the same amount, 2. Authorize a transfer from the Stormwwater utility Fund tote Stormwwater Capital Fund in the amount of $300,000.00; 3. Adopt the attached appropriation ordinance increasing the estirn°nated receipts and appropriations in the Stormwwater Capital Fund in the amount of$300,000,00; and 4. Authorize the execution of Professional Services Agreement with Halff Associates, Inca in the amount not to exceed $300,000.00 for drainage design review services. DISCUSSION: The Professional Services Agreement recommended this Mayor and Council Communication is for Drainage Design Reviews Services associated with private development projects,. Halff Associates, linc., will augment staff to reduce the review, time oft the drainage design component of private development projects. In June 2015, the Transportation and Public Works Department, Stormwuater Management Division, published a Request for Qualifications (RoFO) for various technical services associated with drainage engineering, including services to review private development projects for compliance with the City's drainage design standards. Halff Associates, lirnc..p was selected as one of the most qualified engineering consultants fort is service. Halff Associates, Inca proposes to perform this work on an on-call, time and materials basis for a fee not to exceed $300,000.00. This contract is expected to provide 200 to 300 reviews over approximately 12 months„ depending on the level of development activity. The City's SBE goal on this project is 15 percent. The project is located in ALL COUNCIL DISTRICTS. FISCAL INFORMATION /CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance and supplemental appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Sfor Capital Fund. Upon approval, the available cash balance of the for ter Utility Fund will exceed the minimum reserve as outlined in the Financial Management Policy Statements.
