HomeMy WebLinkAboutOrdinance 21894-09-2015 ORDINANCE NO. 21894-09-2015 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GOLF GAS LEASE CAPITAL PROJECT FUND IN THE AMOUNT OF $208,573.89, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING THE RENOVATION OF ROCKWOOD PARK GOLF COURSE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Golf Gas Lease Capital Project Fund in the amount of$208,573.89, from available funds, for the purpose of funding the renovation of Rockwood Park Golf Course. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the execution of an Interlocal Agreement with the ."I°'arrant Regional Water District, for in-kind services to include the demolition and removal of cart paths and dredging of river oxbow at Rockwood Park Golf Course; 2. Adopt the attached approphation ordinance increasing estimated receipts and appropriations in the Golf Gas Lease Capital Project Fund in the amount of$206,573.69„ 3. Authorize the use of funds for this project and adopt the attached appropriation ordinance increasing estimated receipts and appropriations In the Park Gas Lease Capital Project Fund in the amount of $530,065.15, and 4. Authorize the execution of a construction contract with Heritage Links„ a division of Lexicon, Inc., in the amount of$4,466,307.90, for the renovation of Rockwood Park Golf Course. DISCUSSION: "The purpose oft is Mayor and Councill Communication (M&C) is to authorize the execution of construction contract with Heritage Links, a division of Lexicon, Inc., in the amount of$4,466,307.90, for the renovation of Rockwood Park Golf Course (RV GC). Additional actions include the authorization to enter into an Interlocal Agreement with °"IFarrant Regional Water District and adopt appropriations from golf and park gas lease capital project funds. Roc ood"s original 18 hole course was opened on September 3, 1938 and later expanded to 27 holes in 1963, Nine holes were closed in 2007 to accommodate a new practice facility, funded through partnership with The First Tee of Fort Worth, consisting of a 20 station driving range, putting green and chipping green complete with practice sand bunkers. On December,6, 2011, City Council authorized (M&C G-17457) award of construction contract with Golf Works, Inc., fort the construction of new six-hole practice course and replacement of the existing irrigation pumping station. These improvements, totaling an amount of$506,269.69, were funded by Golf Gas Lease Project Funds and a grant from Wadsworth Lo n ie: 80R(.)CKW00D GC RETt OV. .TIOI'd 2015 ag I of Golf Charities Foundation. On December 16, 200 Council authorized (M&C C-23246) a Professional Services Agreement with Colligan Golf Design in the amount of$154,120.00 for the development of a master plan for the RWPGC. On May 13, 2014, the City Council received a presentation from Staff detailing a Hybrid Enterprise Model of Management for the four city-owned golf facilities. A major component of that plan included the implementation of Phase 1 of the RWPGC Master Plan is includes the total reconstruction of the 77 year old 18-hole golf course. The renovation will consist of a new routing plan and includes new greens, fairways, teeing grounds, irrigation system, cart paths, drainage system, bunkers and water features built to current day golf course industry standards. The project goals are to improve playability, enhance marketability and ensure sustainability. Moreover, the reinvestment in this community-wide recreational asset will result in improved operational efficiencies, increased revenues and ultimately a higher margin of revenues to expenditures. The RWPGC Master Plan was endorsed by the Parks and Community Services Advisory Board on October 28, 2009. In 2013, the Rockwood Golf Course Study Committee was formed with representatives from various facets of the community to review the endorsed master plan and discuss the vital components of the new golf course. Three meetings were held on December 17, 2013, on January 31, 2014, and February 20, 2015. The committee concluded that the following items should be understood or considered in the renovation of RWPGC: 1. Course should be sustainable and built to industry standards; 2. USGA Greens construction is preferred" 3. Possible bunker square footage reduction might be considered; 4. Use of native plants and low maintenance areas-, 5. Projected rounds and operating budget were found to be sound and reasonable; and 6. Course renovations should be bid with alternates and deducts On September 9, 2014, City Council authorized (M&C C-26970) a Professional Services Agreement with Colligan Golf Design in the amount of$310,000.00 fort design and preparation of construction documents for the renovation of RWPGC. Council also authorized the appropriation and transfer of the amount of$1,700,000.00 from the Capital Projects Reserve Fund® Gas Lease Revenues, to the Specially Funded Capital Project Fund to use towards the renovation of RWPGC. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with this project is issued, bond proceeds will reimburse the General Fund in accordance with the statement expressing official intent to reimburse that was adopted as part of the ordinance canvassing the 2014 bond election (Ordinance 21241-05-2014)., The 2014 Bond Program allocated the amount of$2,000,000.00 for the renovation of RWPGC. In addition to the 2014 Bond Funds and the previously appropriated Specially Funded Capital Project Funds, there is currently a balance of$214,625.47 in previously appropriated funds from the clubhouse (G-17281), short course and pump station (G-17294) projects at RWPGC. Bid alternates include additional concrete roll curb, expansion of cart staging area, 419 sod in lieu of sprigs, the Better Billy Bunker system in lieu of Sandtrapper system of lining sand tii-aps and aerification systems for two more ponds. It is recommended that line items A.3.c (Tree Transplant­ Crape Myrtles), A.3.d (Tree Transplant- Bur Oaks), E.2.b.2 (Creek Enhancements - Rip Rap) and GA (Tree Planting Eastern Red Cedars) in the amount of$102,461.25 be removed from the Base Bid and that the remaining Base Bid, in the amount of $4,260,781.65 and Bid Alternate No. 2 (Concrete Curb), No. 3 (Expand Cart Staging Area), No. 4 (sod in lieu of sprigs), No. 6 (Billy Bunker in lieu of Sandtrappev) and No. 7 (Pond Aerification System) in the amount of$227,526.25, totaling $4,488,307.90, as submitted by Heritage Links, a Division of Lexicon, Inc,, be approved for award of contract. The contract period is 260 calendar days with construcfion anticipated to begin November 2015. Associated construction administration, inspection, testing and change order contingency fundling -totals $170,438.45. Operating Impact, RWPGC, based on the PACS Department's Y2 15 re-estimates for FM10, is projected to operate at a loss of$245,960.00. The course will be closed for construction in FY2016 and will re-open October 2016 (Fiscal Year 2017) with an estimated annual profit of$250,000,00 in its first full year of operation, This will result in a net positive impact of approximately $500,000.00. There will not be FF&E associated with this project. Over the years the sand bunker's had been removed and regrassed. This renovation of the RWPGC will reclaim a large portion of those sand bunker's, taking the course back to some of the original design components created by the original of course architect, John Bredemus. The current designer, John Colligan &Associates, was tasked with retaining as much of the original design as possible while incorporating modern day course components. This, along with the additional required maintenance of the various new grasses, will result in a maintenance budgetary, increase which will be part of the PA CS Golf Division's proposed Fiscal Year 2017 Budget.
