OR jEX. 1 PRE-COUNCIL MINUTES January 21, 1986 , Absent: Bolen Newkirk ITEM REFERRED TO 1) Application for "Certified Local Government" Status (M&C G-6553) Moncivais: Summarized the 1980 amendments to the Historical Preservation Act ana outlined the steps which the City would have to take to become eligible for federal funding on historic preservation projects. Wetherby: Will this tie the City into anything similar to the Antiquities Commission? (Moncivais: No, this just allows the City access to federal funds.) 2) Cancellation of Rental Agreement for Copy Machines and Award of New Rental Agreement for Copy Machines (M&C P-1855) and Purchase of File System for Municipal Courts (M&C P-1856, P. 10 of 11) Allen: Explained the Committee had met again and still recommends the City choose Copy & Litho as the new copy°machine vendor. Also, the vendor has signed a waiver on the 30-day cancellation right. Regarding the award of contract for the file system for Municipal Court, stated there would be opposition voiced in the Council meeting about the selection of Metroplex Office Systems. 3) Economic Development Administration Grant - Stockyards Area (I .R. No. 7086) and Application for Economic Development Administration Grant - Stockyards Area (M&C G-6552) Terrell : Stated that staff's recommendation to Council is to authorize staff apply for and accept the $4.5 million EDA grant. The money will be used to complete various projects in the Stockyards area, specific- ally Phase I. No City match is required. 4) Council Meeting on March 11 and National League of Cities Confer- ence Alexander: Explained the need for Council to decide whether to move the regu- lar meeting of starch 11 to another date. The Council meeting was moved to Thursday, March 13. Pre-Council Minutes January 21, 1986 Page Two 5) No Smoking Ordinance Williams: Emphasized the importance of the issue and stated that the issue is "where" you smoke, not whether you "can". Wade Adkins mentioned that the draft ordinance was prepared using the language in Dallas' ordinance with two major changes: 1) this ordinance allows employers to have voluntary regulations; and 2) penalties for non-compliance similar to Arlington's not Dallas' . Suggested this issue be opened up for public comment. Wetherby: I am concerned about getting into a Prohibition-type deal as well as lost worker productivity due to a ban. Bagsby: Have you considered a posting ordinance? Harman: I suggest that staff get back to Council in two weeks with a preliminary report and recommend a process on how to proceed on this issue. Williams: I would also like to have staff evaluate the effects of other ordinances. Called on Chief Peacock to respond to questions. Harman: I suggest that Council allow staff time to work with Fire, Legal , and the State and bring back a report in two weeks. Wetherby: City-owned apartments should undergo stronger inspections now. (Staff: No) . 5) Citizen Presentations 1) Anne Corey spoke to request Council 's consideration of "Creation of Ordinance to Protect Consumers Against Abuse From Car Repair Dealers" WA 2) Duane Dodd requested the City inspect and approve delivery of the Municipal Courts File System. RAM 3) Darla Curry requested the City pass a no-spioking ordinance and not consider a voluntary enforcement provision.
