Although the meeting is open to the public , citizens are requested to reserve comments and questions for the subsequent Council meeting so they will be a part of the public record _ P r1. ORION PRE-COUNCIL NOTES JANUARY 14, 1986 ABSENT: BAGSBY LANCASTER ITEM 1. BENEFIT HEARING - CAMP BOW'E BOULEVARD IMPROVEMENTS (DAVID IVORY) Mr. Ivory explained during Phase I of the improvements paving assessments of $348,000 were made on the basis of staff's perception of the enhancements from re-bricking the street. However, during Phase II an outside appraiser was brought in who subsequently said that the re-bricking added no value to the property owners. Thus, staff recommends that the City not levy any paving assessments for these property owners. Staff is in the process of determining a way to legally refund the payments for the Phase I assessments. Bolen: Has staff reviewed the different cost options for this project now that it is going to cost us more? (Santerre: Yes, the City is recycling some of the bricks, but we do not feel that the other alternatives would be acceptable.) Williams: What is the main purpose of re-bricking the street? (Santerre: 1) to fix the deteriorated condition; 2) the use of brick is for aesthetic and historical purposes.) Wetherby: Isn't the upgrading of the street condition a basis for levying assessments? (Ivory: That was exactly staff's argument, but we were told that the re- bricking had no enhancement of value. Property values in the area are skyrocketing.) Harman: The decision to declare the area a historical area resulted in the increased property values already being incorporated into the price prior to the street repairs. Bolen: Will this set a precedent? (Ivory: This situation is unique. In other areas the condition of the street is figured into market values.) Bolen: I am worried about the City telegraphing ahead what might happen and have the same situation over again. (Santerre: Staff's concern .as well. This is similar to R.O.W. purchases.) 2. COMMERCIAL FALSE. BURGLAR/ROBBERY ALARM ORDINANCE STATUS REPORT (ROD BREMBY) Mr. Bremby provided background information on the ordinance and its provisions. There has been a 40% reduction in the cost of false alarms in addition to freeing up considerable (266 hours) police time. Still working on the residential alarm problem. Wetherby: I would like a breakdown of these false alarms by governmental entity. Harman: Staff will take a look at that. ) 3. PROPOSED WATER AND WASTEWATER MASTZR PLANNING STI;DY (RICHARD SAWEY) Mr. Sawev introduced Richard Dresser, consultant. —" __r(ltj� G � 4. INTERLOCAL COOPERATION AGREEMENT FOR AUTOMATED LIBRARY CIRCULATION AND RELATED t SERVICES BETWEEN THE CITY OF FORT WORTH AND HALTOM CITY (CATE DIXON) r Ms. Dixon provided background information on the automation of the library and update on the progress. Bolen: Are you comfortable that the charges to other users adequately covers the costs of the service provided? (Dixon: Yes. ) 3olen: Do you have enough equipment now to handle the entire county if we ever go to county-wide library system? (Dixon: Yes, we now have 160 terminals, the equipment can handle 2,000. ) 5. COPY MACHINES Rz-'-BID (BEN ALLEN) Mr. Allen informed the Council that a new equipment vendor was chosen to furnish the City's copy machines. RE?ORT OF THE CITY MANAGER M&C P-1855 -- Cancellation of Renta] Agreement for Copy Machines -- delayed for one week Discussion: Mr. .Johnny Williams with Copy and Litho, Co. stated that his company had met the specifications requested. Mr. John Martinez, Zeno Systems, argued that the City could save money if it re-bid the contract on clarified the specifications. . Newkirk: I am concerned that if either party can cancel the contract with 40 days notice then we are not, in fact, getting a 5 year contract. (Harman: Staff will get back to Council on this in one week. ) Zapata: I think there really needs to be an assessment of the departments' needs in order to get what is actually needed. 4. CITIZEN PRESENTATIONS Mr. Patrick Bonner spoke on the issue of responding to President Duarte's appeal for aid. Also, presented the Mayor a book, "Witness to War." 5. (Harman: At the next work session staff will bring recommendations on these sort of housing issues in the area. ) Paul: Rehab of the building is not the best conforming use of this building. The doctor's office will high electrical needs. Property has already been vandalized. Bolen: I suggest you get wit!: Mr. McDermitt anti look at some buildings which have been re-adapted. 6.
