PRE-COUNCIL ROOM 1) Request of Community of Lillian to Incorporate in Fort Worth' s Extraterriorial Juriediction(EJT) and to Release Portion of Fort Worth's EJT (M&C PZ-1280) - Joe Bilardi, Development Director and James Toal, Planning Director (1 hr. ) * * * * * * * * * * * To add or make revisions, please call the City Manager' s Office, 870-6143, before 3:00 P.M. , Monday, May 14, 1984 The purpose of the Pre-Council Conference held prior to a regular City Council Meeting is to allow the Mayor and Councilmembers to discuss informally items on the agenda and to secure information from the City Manager and the staff. Although the meeting is open to the public, citizens are requested to reserve comments and questions for the subsequent Council meeting so they will be a part of the public record. OFFICIAL RECORD CITY YCRETARY ET. woRTM Til Ask- Pre-Council Meeting May 15, 1984 ITEM REFERRED TO: 1) Request of Community of Lillian to Incorporate in Fort Worth Entraterritorial Jurisdiction (RJT) and to Release Portion of Fort Worth's EJT (M&C PZ-1280) Wetherby: What happens if we deny the request or don't make a decision now? (Toal: They will not incorporate.) (Adkins: If permission is denied, they can request annexation.) Lancaster: What happens in the meantime? (Toal: We need to look at options, we do not want to make the wrong decision.) It is difficult for City to develop delivery system to serve the area now. (Toal: Your decision will have impacts on the next 10-15 years.) Zapata: Want to work out a timetable for Lillian. Williams: Have any industry firms approached Lillian? (Stout: Some welding and paint/body shops there, not much else.) Is anybody from industry looking at locating in Lillian? (Stout: Don't know.) Bagsby: How are you (Lillian) going to provide services? (Stout: Property taxes.) Most of the cities around Fort Worth still have the -pro- blem you listed because those are not big enough. There are other ways to get the zoning requirements you need. Williams: Maybe staff will recommend annexation after study is completed. What problems do you have with a timetable? (Stout: Immediately.) Stute: Why can't your residents use deed restrictions to resolve the lack of zoning problem? Bolen: What kind of timetable does staff need? (Herchert: Six weeks.)
