The purpose of the Pre-Council Conference held prior to a
regular City Council Meeting is to allow the Mayor and
Councilmembers to discuss informally items on the agenda and to
secure information from the City Manager and the staff.
Although the meeting is open to the public, citizens are
requested to reserve comments and questions for the subsequent
` Council meeting so they will be a part of the public record.

ITEM REFERRED T0:
1) Application by Harris Hospital HEB for a Certificate of
Convenience and Necessity (M&C G-5996)
Herchert: (Summarized staff work to date concerning transfer permit.)
Tilley: A number of technical questions were raised at last week's
Council meeting. Have met with City Attorney and have
prepared letter requesting a delay.
Herchert: Length of requested delay? (Tilley: Would prefer 90 days.)
Bagsby: Want to refer this application first to the EMS Committee. BT

Herrington: (Reviewed I.R.)
Williams: Think employee physicals are a good idea. Will support efforts
to avoid unnecessary hospital stays. Would umbrella-t a olicy
be effective? (Herrington: Looking at fhis_-approach__F
Bolen: Will need to go through Audit Committee. RAM
3) Review of Growth and Development Policy (CP-112)
Newkirk: Have talked about this issue for some time but have never
x given staff clear direction. Growth is occurring in suburbs,
leaving the inner city to decline. Dallas terms this the
doughnut problem because City is expanding outward and
leaving a hole in the center. We are proposing that staff
address these questions and come back with some recommendations.
Lancaster: Cost of growth may inhibit growth if we do not look at the
problems.
4) Single-Family Housing Bonds (I.R. No. 6936)
Matson: (Reviewed I.R.) County is now asking us to assign them our
allocation of bonds.
Stute: Assignment effective for one year, correct? (Matson: Probably.)
Bagsby: Any records on where loans were made under former program?
Stute: Believe County designated target areas for entire County and
for City and for first six months distributed loans according

to the County/City allocations. County was never able to
distribute all the loans authorized because of the high
interest rate. Why not delay action temporarily and ask for
specifics?
Johnson: Suggest we wait until legislation is passed and consider running
our own program.
Bolen: Might be one way to provide incentives for inner city development.
Johnson: Two advantages to inner city development with these loans: First,
loans would be 2-3 points under market rate. Secondly, land
should be cheaper to develop because water and sewer facilities
are already in place. Let's posture ourselves to take advantage
of program.
Matson: If City is interested in program, we need to start to line up
underwriter.
Bolen: Start staff work and let Mr. Stute contact them as president of
Housing Corporation.
Stute: We can control distribution of loans any way we choose.
Williams: Would like information on former program, where the dollars were
spent, how many homes were repossessed, what action City needs
to take to initiate its own program. MCM
5) Brush and Bulky Waste Pick-Up
Ford: (Gave update on efforts to pick up brush.)
Williams: How is private contractor doing? (Ford: Same problems except
contractor is running two weeks ahead of City forces.)
Williams: Ad showing pick-up dates will be running every Friday?
(Ford: Was in past Saturday's paper, now will be in each
Friday.) When will you be caught up? (Ford: Expect to go
back to 40-hour week beginning June 24th.)
Is department going to be over budget? (Ford: Brush collection
is only one operation and overtime work has lasted only a few
months. Would prefer to wait until end of budget year.)
Lancaster: Is City giving workers option of working on brush pick-up
after completing regular garbage run? (Ford: No, contractor
is doing that but their equipment is better suited to that
work.)
Stute: Didn't study last year recommend the equipment you have now?
(Ford: Yes, still feel that side-loaders are best equipment
for residential pick-up.)
Ford: Want to continue using regular crews seven days a week but

discontinue "Chipper" crews borrowed from Streets and Park
and Recreation.
Stute: Have we considered other large trucks with boom operators?
(Ford: Studied idea but concluded those trucks do not hold
enough brush to make idea worthwhile.)
Lancaster: Are booms waiting on trucks, or vice versa? (Ford: Trucks are
waiting on booms. )
6) Minority Business Enterprise (MBE) Program (I.R. No. 6937)
Terrell: (Reviewed I.R.)
Bolen: Can we contact other bidders and request them to submit MBE
compliance forms? (Adkins: According to bid project, bidder
is "unresponsive" if firm does not return compliance forms.)
Bagsby: Why would you give bidders second chance on some bids and not
on others? (Bolen: Talking about a difference of $100,000 of
taxpayers' money.) Normally, bids which do not meet bid
specifications are thrown out. The same policy is being
applied here. (Bolen: Ignoring $100,000 difference, there is
no reason to change policy.)
Newkirk: Does UMTA still fund half of bus system deficit? (Herchert: Yes.)
If we have to do this to get UMTA grants, then we have to do it.
Adkins: Reviewed procedures with Purchasing to make sure all bidders
received same forms.
Bagsby: Concerns me when leader of the City does not want to support
MBE policy. (Bolen: Am concerned about MBE policy but want
to get goods and services at best possible price. )
Stute: Didn't previous supplier put up performance bond? How could
Phoenix change prices to City? (Bartosiewicz: Only amount is
guaranteed, not price.)
Baisby: City's other contractor never delivers on time, but we never
cut for re-bid on JA-MAC'S contract. (Herchert: We are carefully
reviewing their performance at present. But performance deficiencies
were much more pronounced on contract which we cancelled.) Have
problem with treating them differently.
Stute: Is UMTA phasing out subsidies at the end of 1985? (Herchert: Do
not know exactly when. Appropriation expires the end of this
fiscal year; authorizing legislation expires the end of 1986.)
That's not what we were told when considering sales tax vote.
(Herchert : Appears UMTA is not going to be able to phase out
subsidies quickly as they had anticipated. )

Williams: Asked for and received City Attorney's opinion.
Lancaster: Knowing the problems in Purchasing, do you think we are
accurately reflecting MBE/DBE participation? (Terrell: Report
covers CITRAN operations only.) Where do you get purchasing
information? (Bartosiewicz: CITRAN has its own Purchasing
Department; I can assure you the records are accurate.)

bidder on CITRAN fuel contract qualifies for both MBE and DBE
