The purpose of the .Pre-Council Conference held prior to a
regular City Council Meeting is to allow the Mayor and
Councilmembers to discuss informally items on the agenda and to
secure information from the City Manager and the staff.
Although the meeting is open to the public, citizens are
requested to reserve comments and questions for the subsequent
Council meeting so they will be a part of the public record.

1) 911 Update 6 $
Judge Moncrief: Presented the update and plans for future actions.
' Newkirk: Will the charge be placed on monthly phone bills?
Moncrief: There are a number of collection options. I would like a
referendum to let the people decide. I. BT
Summerford: The phone company doesn't want to iticlude the charge on the
phone bill because of the effects it will have on the rate?
Stute: Is the $60,000 handled by the County? (Moncrief: The
Authority will handle funds.) Who handles referrals?
(Moncrief: The Authority.)
Williams: Will a new bureaucracy be required?
Moncrief: No, most of the cost is for minor capital equipment
improvements.
Williams: Just add equipment? (Moncrief: Yes.)
Wetherby: Explain the procedure for implementation. (Moncrief: The
project will utilize existing personnel. The new equipment
enhances speed.) Don't see how you can add responsibility
with no new staff. (Moncrief: The district operates the
system and a district manager will be hired in addition to
a few staff persona.
Newkirk: Can you sell it to the County? (Moncrief: Yes, 911 saves lives.)
Wetherby: The public will need to be educated. (Moncrief: The various
jurisdictions fire departments will be involved.)
Newkirk: And the phone company will help.
2) Special City Council Committee -Recommended Ordinance on the
Regulation of Off-Premise Signa (CP-s113)
Wetherby: (Reviewed and explained, clarified bus benches status (which are
not covered by this proposal.)

Stute: Were all the different options presented? (Wetherby: All
recommendations are blighted.)
3) Fort Worth Rehabilitation Farm (I.R. No. 6945)
Lanzara: (Revieed Farm history.)
Wetherby: Could Parks and Recreation maintain the land (if the Farm
closes)?
Sturns: Park and Recreation says the land would become part of the
Nature park.
Johnson: Can't the land be sold? (Sturns: No.)
Bob Berry: Reports have been abusive.
Stuts: What abuse? Gerry: From the newspaper report, Rev. Cooper
asked me to come back because of problems.1he Farm does not
have an alcohol (treatment) license. I will be the new
director.
Lancaster: What is the total number of persons treated? (Berry: 129)
From where? (Sterns: All of Tarrant County.)
Newkirk: Does the Farm have a contract with the contract with the
County? (Berry: The County pays. $8,000 per year.) Does
the majority of the funding come from Fort Worth.? (Berry: Yes.)
Fort Worth pays for 20% of cost?
Sturns: City pays for court referred cases not the free side.
Lanzara: The license is voluntary.
Rerchert: Talked with. Rev. Cooper The Reverend supporta investigating
the options and working with- the beat one,

Councilman Stute requested staff send a letter of commendation to the
Psychiatric Institute of Fort Worth (M&C G-6017) VS
Councilmen Lancaster, Newkirk, and Zapata expressed their concern
that staff should hurry on the annexation/growth study. DAI
Councilman Lancaster would like a cost/benefit ratio study done
on the annexation/growth study. DAI
Councilman Lancaster requested the City Manager to bring an M&C
on Zoning Case Z-84-109 next week. DAI;RA
