McMillen, Fire Chief; and Sam Nunn, Cable Coordinator (40 Min. ) Poll * * * * * * * * * * * To add or make revisions, please call the City Manager' s Office, 870-6143, before 3:00 P.M. , Monday, May 21, 1984 The purpose of the Pre-Council Conference held prior to a regular City Council Meeting is to allow the Mayor and Councilmembers to discuss informally items on the agenda and to secure information from the City Manager and the staff. Although the meeting is open to the public, citizens are requested to reserve comments and questions for the subsequent Council meeting so they will be a part of the public record. Also offered his assessment of the benefits of the annexation. Newkirk: Who owns that land (piece of land between the Fort Worth city limits and the proposed addition)? (Toal: A couple of sisters.) Is it in the City? (Toal: No, we may need to consider annexation in the near future. Involuntary annexation that is.) Is it unincorporated? (Toal: Yes.) Where is Woodbine to build their golf course? (Toal: Very close to the south edge of this develop- ment. It is a logical growth area for Fort Worth.) Santerre: Gave background on the status of the streets in the area of the new development. A video of the traffic congestion at the intersection of Beach and Western Center Boulevard. r Zap4t,n: You may want to tell everyone that during expansion of Western Center Boulevard that traffic flow will not be interrupted. (Santerre: Only during reconstruction of a major bridge over Bid Fossil Creek and a minor tributary will traffic be interrupted.) F Williams: How long did that (traffic congestion) last? (Santerre: 15-20 Minutes.) Stute: During the most concentrated time? (Santerre: Yes, 7:40 to 7:55.) Zapata: A sharp turn at that intersection will put you in a ditch. Williams: You began to discuss cooperative efforts to expand Beach Street, now you're saying we're going to put funds into Beach and Western Center Boulevard? (Santerre: Western Center Boulevard has nothing to do with Haltom City, we will proceed with the other two projects. We could build 1/2 of Beach but we don't feel that it will be sufficient. Cassady: Discussed the status of fire protection of the area. Stute: With the new fire station response time will be within the acceptable range. (Cassady: Yes.) s Williams: Proposed fire station. Johnson: Have the bond funds been approved and the site acquired? (Herchert: Yes.) Zapata: It would have been built last year but with the 3% cut back we eliminated the staff to man the station. We haven't addressed the growth of the Summerfield area. Jim, how large would you say it is? (It's about the size of the TCU area.) Pre-Council Minutes aw May; 22, 1984 Page 2 Wetherby: What is the 10 year population projection? (Toal: 35,000) Newkirk: I think we should study the cost of this fringe development. Maybe we could give incentives for growth in the inner city area and make it more attractive. The infrastructure is already in place. We need to assess the impact of growth on city services. Herchert: I think that is very cons4stent with what Mr. Toal is suggesting. Lancaster: I wholeheartedly support what Mr. Newkirk said. We need detailed analysis on growth. More cost-benefit analysis, and year by year cash flow. What will the first 5 to 10 years impact do to the tax rate and the debt service. We need to look at other ways to miti- gate cost, capital recovery fees. Zapata: I think City staff ought to take two to three months to look at the problem. I'm torn on this issue because on the one hand I represent DAI the citizens out there and they need the services and I am against this type of growth. Lancaster: They are entitled to the service. Wetherby: It is a problem, and I do too think we need a study. Stute: Maybe we can get additional participation from the developers on community facilities. I would like to see a committee of the Council work with staff to look at this problem. DAI Zapata: Maybe we can get some agreement on this thing before the annexation is final. We can look at this weeks down the line and if we don't have the progress on the facilities we can stop it. Lancaster: This problem is so gegeral that it's not fair to penalize this developer. Bagsby: Either we annex or we don't. Why say we will stop it? (Herchert: We'll give Haltom City a lot of attention in the upcoming weeks.) 2) Update on the CAD Project Nunn: Gave brief background on the CAD system development. Marshall: Updated the Council on the development of the CAD project. Williams: How many firefighters will this cut out? (Marshall: Chief Runnels might be better able to answer that one. (Runnels: We need the officers to keep up with the additional demands of growth.) Marshall: Continued discussion. No further questions. DAI:RA Application by Harris Hospital H.E.B. for a certificate of Public Convenience and Necessity (M&C G-5996 and Public Hearing) - Continued 1 week. BT:RA 2) Comments/Requests Councilman Williams requested that staff develop an M&C for the May 29th Council meeting to waive the one year filing period for Z-84-099. DAI:RA Councilman Stute requested that M&C G-5996 regarding the ambulance transfer application by Harris Hospital H.E.B. be placed on the Pre- Council agenda for May 29. BT:RA:LL Councilwoman Wetherby requested a brief summary on the need for additional transfer service based on (alls and transfers being made by existing companies (M&C G-5996) BT 3) Citizen Presentations -- . Billy Bob Pierce addressed the Council regarding salary increases for the Fort Worth firefighters. 4) Appointments to Boards/Commissions -- Mr. Jack Warsham was appointed as Municipal Court Substitute Judge.
