AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $295168 SUBJECT TO RECEIPT OF THE
2006 CRIMNINAL JUSTICE PLANNING FUND (SF 421) GRANTS FROM GOVERNOR'S
OFFICE, CRIMINAL JUSTICE DIVISION FOR THE PURPOSE OF FUNDING
COMPUTER CRIME FRAUD EXPANSION, COLD CASE INVESTIGATION AND
VIOLENT PERSONAL CRIMES TRAINING IN THE POLICE DEPARTMENT MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-2005 and
in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $295 168, subject to receipt of the 2006 Criminal Justice Planning Fund (SF
421) grants from the Governor's Office, Criminal Justice Division for the purpose of funding Computer
Crime Fraud Expansion Cold Case Investigation and Violent Personal Crimes Training in the Police
Department.
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction such decision opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 16061 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

Authorize Acceptance of Fiscal Year 2006 Criminal Justice Planning Fund Grants and Adopt
Appropriation Ordinance
RECOMMENDATION
It is recommended that the City Council:
1 Authorize the City Manager to apply for and accept if awarded three 2006 Criminal Justice Planning
Fund (SF 421) grants from the Governor's Office Criminal Justice Division (CJD) in the total amount of
$295168 {
2. Authorize the City Manager to designate an Assistant City Manager as the authorized official to accept,
reject, or alter the grants, if awarded
3 Authorize the City Manager to transfer $34 034 from the Federal Awarded Assets Fund to the Grants
Fund for the City's match and
4 Adopt the appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund
by $295 168
DISCUSSION
Each year the Criminal Justice Division of the Governor's Office funds grant projects throughout the
state The Police Department has developed three grant applications for 2006 Criminal Justice Planning.
Funds Each project is described below
Computer Crime Fraud Expansion-$83 960
This project will continue to address computer related fraud crimes as well as credit card fraud, identity
theft and Internet based scams. 1f the grant is awarded funds will be used for salary and benefits for one
.detective investigative training vehicle rental and insurance and project supplies
Cold Case Investigation-$86,208
This project will allow one detective to work full time on investigation of unsolved homicides If the grant is
awarded funds will pay for the detectives salary and benefits a computer a leased vehicle and travel
costs associated with interviewing witnesses and/or suspects.
Violent Personal Crimes (VPC)Training-$125 000
The VPC Training project is designed to provide additional training to VPC officers detectives and
supervisors Personnel assigned to the Violent Personal Crimes Section are responsible for follow-up
investigations involving homicides deceased persons sexual assaults robberies and crimes against

children as well as collection of evidence and crime scene processing The proposed budget for this
project includes funds for VPC personnel to attend conferences and seminars in-state as well as out-of
state
