No . 7008) and Selection of A/E for Design of Will Rogers Memorical Center Auditorium Renovation (M&C C-8887 ) - Bob Terrell , Assistant to the City Manager (15 Min .) 3) 1985 Legislative Program: Additional Policy Item; Legislation Enhancing the Collection of Outstanding Warrants (M&C G-6282) - - Diana Heiner , Municipal Court Director ( 10 Min.) * * * * * * * * * * * To add or make revisions , please call the City Manager' s Office , 870-6143, before 3 :00 P.M. , Monday, March 11 , 1985 The purpose of the Pre-Council Conference held prior to a regular City Council Meeting is to allow the Mayor and Councilmembers to discuss informally items on the agenda and to secure information from the City Manager and the staff . Although the meeting is open to the public , citizens are requested to reserve comments and questions for the subsequent Council meeting so they will be a part of the public record. L AL RECORD SECRETARY ORTH, TE)L PRE-COUNCIL MINUTES j MARCH 12, 1985 ABSENT Zapata Williams Wetherby ITEM REFERRED TO 1) In the Matter of the City of Fort Worth's Participatipq with Other Texas Municipal League Cities In the Most Recent AT&T Cass (M&C G-6281) Aughinbaugh: Asked that the Council approve Fort Worth's participation with other TML cities in the above AT&T rate filing and authorise the staff to complete and return the authorization fora. 2) Proposed Improvements to Will Rogers Auditorium (I. R. No. 7008) and Selection of A/E for Design of Will Rogers Memorial Center Auditorium Renovation (M&C C-8887) Harman: Presented an amendment to the recommendations in the M&C stating that an informal report would be presented to the City Council after the schematic design phase and before detail design develop- ment, outlining the counsultant's recommendations for improvements and the cost associated with each project. Staff and consultant will not proceed beyond the schematic design phase without City Council action on the report and possible improvements. Newkirk: Expressed concern that only necessary improvements be made; and stated that improvements to the electrical systems are unnecessary at this time. Bagsby: Indicated that the City should do without further delay what the citizens have voted for. Any other actions Will damage the credibility of the City Council. 3) 1985 Legislative Program: Additional Policy Item; Iesglo4ation Enhancing the Collection of Outstanding Warrants (M&C 0.6282) Heiner: Asked that the Council approve the City's support of legislation enhancing the collection of outstanding warrants. She outlined the proposed alternatives for encouraging persons to pay outstanding tickets. Newkirk: Asked with regard to the Court of Record legislation, whether there was any wording that permitted judges to be appointed by the City Council as opposed to being elected by the public. C. Shamblee had died, and asked that the flag be flown at half mass. His request was approved. Councilman Stute asked that a moment of silence be observed in respect for Mr. Shamblee. 4) Zoning Hearing -- The recommendations of the Zoning Commission were upheld with the exception of: Z-85-018 - Continued until next City Council Zoning Tearing DAI:RA Z-85-044 - Continued until next City Council Zoning Hearing DAI:RA Z-84-288 - Set for special hearing at next City Council Zoning Hearing DAI:RA Z-85-033 - Set for special hearing at next City Council Zoning Hearing DAI:RA Z-85-034 - Set for special hearing at next City Council Zoning Hearing DAI:RA Z-85-036 - Referred back to the Zoning Commission DAI:RA Z-84-263 - Continued until next City Council Zoning Hearing DAI:RA 5) Citizen Presentations -- Ms. Joyce Black stated that she and her relatives are being harassed by City employees regarding the clean-up of burned property she owns. COuucil directed Ms. Black to consult with David Ivory regarding the allegations.
