Although the meeting is open to the public , citizens are requested to reserve comments and questions for the subsequent Council meeting so they will be a part of the public record. L AL RECORD SECRETARY ORTH, TE)L PRE-COUNCIL MINUTES j MARCH 12, 1985 ABSENT Zapata Williams Wetherby ITEM REFERRED TO 1) In the Matter of the City of Fort Worth's Participatipq with Other Texas Municipal League Cities In the Most Recent AT&T Cass (M&C G-6281) Aughinbaugh: Asked that the Council approve Fort Worth's participation with other TML cities in the above AT&T rate filing and authorise the staff to complete and return the authorization fora. 2) Proposed Improvements to Will Rogers Auditorium (I. R. No. 7008) and Selection of A/E for Design of Will Rogers Memorial Center Auditorium Renovation (M&C C-8887) Harman: Presented an amendment to the recommendations in the M&C stating that an informal report would be presented to the City Council after the schematic design phase and before detail design develop- ment, outlining the counsultant's recommendations for improvements and the cost associated with each project. Staff and consultant will not proceed beyond the schematic design phase without City Council action on the report and possible improvements. Newkirk: Expressed concern that only necessary improvements be made; and stated that improvements to the electrical systems are unnecessary at this time. Bagsby: Indicated that the City should do without further delay what the citizens have voted for. Any other actions Will damage the credibility of the City Council. 3) 1985 Legislative Program: Additional Policy Item; Iesglo4ation Enhancing the Collection of Outstanding Warrants (M&C 0.6282) Heiner: Asked that the Council approve the City's support of legislation enhancing the collection of outstanding warrants. She outlined the proposed alternatives for encouraging persons to pay outstanding tickets. Newkirk: Asked with regard to the Court of Record legislation, whether there was any wording that permitted judges to be appointed by the City Council as opposed to being elected by the public. COuucil directed Ms. Black to consult with David Ivory regarding the allegations.
