PRE-COUNCIL ROOM 1) Proposal for North Texas Library System to Become A Non-Profit Corporation - Linda Allmandl Library Diractor (20 Min.) * * * * * * * * * * * To add or make revisions , please call the City Manager' s Office , 870-61430 before 3 :00 P .M. , Monday , JanuAry 28, 1985 The purpose of the Pre-Council Conference held prior to a regular City Co»ncil Meeting is to allow the Mayor and Councilmembers to discuss informally items on the agenda and to secure information from the City Manager and the staff . Although the meeting is onen to the public , citizens are requested to reserve comments and questions for the subsequent Council meeting so they will be a part of the public record . ITEM REFERRED TO: 1) Proposal for North Texas Library System to Become a Non- Profit Corporation Allmand: Presented information on the history of the North Texas Library system and sighted the benefits of non-profit status as being: 1) Legal Identification 2) Ownership 3) Government by a Board of Directors 4) Resources (increased income) Williams: What financing would be used? (Allmand: Indicated that finances would be from federal grants for the Library Assistance Act and would come through the state.) How much of the citizens' tax money will be used? (Allmand: None.) Newkirk: Will persons from other cities want to use the facilities for free, since the money comes from the state? (Allmand: No, the city will only receive services not money dnd the cooperative will own the equipment.). Stute: How far have you come with the user charges recommendations? (Allmand: I can have them at next week's Council meeting.) RAM Bolen: Would like to know the impact of the shortfall from what we've been getting from the County. (Allmand: Indicated the information will be ready for next week's Council meeting.)
