The ntnrnose of the Pre-Council Conference held prior to a
reRitlar City Council Meeting is to allow the Mayor and
Councilmembers to discuss informally items on the agenda and to
secure information from the City Manager and the staff .
Although the meeting is open to the nublic , citizens are
requested to reserve comments and nuestions for the subsequent
Council meeting so they will be a part of the nublic record .

ITEM REFERRED TO:
1) Proposed Relocation of The Working Connection (DTPA)
(I. R. No. 6997)
Sturns: Stated that the Private Industry Council (PIC) has been
searching for an alternative to their current location in
the Texas Employment Commission-Bldg. The lease rate on the
property that the PIC has selected will be $79,200 per
year, including utilities. The PIC will attempt to raise
money through private sources to offset the rental rate.
Newell: Stated that the PIC looked at a total of 22 properties
before making a decision. The chosen property has many
of the features the PIC was looking for and is priced
very competitively. This site will accommodate both the
training activities and intake activities of the program.
Sturns: Stated that staff will present an MSC next week that will
outline a resolution to merge the County PIC with the City
PIC. VS
2) Resolution Supporting Elimination of Federal Categorical
Grants
Delayed until February 19, 1985, because Councilman
Lancaster was ill.
3) Discussion of Proposed FY 86 Federal Budget
(I. R. No. 6998)
Duffy: Stated that the proposed FY 86 Budget proposes a $180 billion
deficit, no reductions in defense spending, no changes in
social security (no cuts or cost of living adjustments) and
cuts in almost all domestic programs. Some of the proposed
cuts that would affect the City include:
Revenue Sharing - Revenue Sharing would be terminated by
October 1, 1985.
CDBG - Because of a 10 percent cut in CDBG funding and a
shift in national policy in favor of small, rural munici-
palities, Fort Worth will experience a 24% reduction in
CDBG funds.
Assisted Housing - A two year moratorium on Section 8
public housing and rent vouchers is proposed. Section 202

housing for the elderly also will be reduced. Housing
programs would resume in FY 88 at reduced levels.
Transportation - All operating subsidies for mass transit
would be terminated as of October 1, 1985. All discretionary
capital grants would be reduced.
Manpower Training - The Jobs Training Partnership Act Program
would be funded at same level as FY 84-85. The Job Corp
Program and Work Incentive Program would be cut, resulting
in an increased work load for the JTPA program.
Economic Development - The Economic Development Agency would
be terminated in October, 1985. The Small Business Admin-
istration would be abolished as of October, 1985, and some
of its functions transferred to other agencies. The UDAG
program would be terminated as of October, 1985.
Bolen: Stated that Fort Worth is not being agressive enough in
trying to get a share of the money that is already allocated
by the federal and state governments, such as highway funds.
Stated that the City needs to become more egressive.
4) Annexations/Municipal Utility District Considerations
Toal; Briefed the Council about a petition to form the Oak Grove
Municipal District (OGMUD) . Because the area that the OGMUD
will probably be annexed in the near future, staff feels the
petition should be refused. The City will work with the
petitioner to determine the corridor of annexation and will
extend water and sewer services at regular rates to the area.
Zapata: Asked how much time the City has to begin service delivery.
(Saweyi 180 days are permitted to negotiate services. If
At the end of that time, no agreement has been r-ached, the
petitioner will go to the Texas Water Commission for a permit
to form a MUD to deliver water and sewer services.)
Adkinss Stated that the Council should formally turn down the petition
to form the MUD. To do this, an M&C should be on a Council
Meeting agenda.
5) Status Report on Police Department Hiring (I. R. No. 7000)
Herrington: Briefed the Council about the recruitment process to fill the
scheduled recruit classes. Sixty recruits are needed to fill
the two remaining classes for FY 84-85. Because the Personnel
Department must recruit 10 applicants for each position, 600
applicants must be recruited.
