No. 6913) - Charles Boswell, Budget Director (15 Min. ) * * * * * * * * * * * To add or make revisions, please call the City Manager' s Office, 870-6143, before 3:00 P.M. , Monday, February 13, 1984 The purpose of the Pre-Council Conference held prior to a regular City Council Meeting is to allow the Mayor and Councilmembers to discuss informally items on the agenda and to secure information from the City Manager and the staff. Although the meeting is open to the public, citizens are requested to reserve comments and questions for the subsequent Council meeting so they will be a part of the public record. Lancaster: Is it fair and workable? (Kennedy: Yes.) Stute: What percentage of businesses and homes have alarm systems? (Kennedy: Most of the alarms come from businesses, small percentage from residents.) Williams: Is this ordinance going to aid police? (Patterson: Yes.) When there is a false alarm, is there any discussion with the alarm owners about the problem? (Kennedy: Yes, the past deprioritization program worked with the problem of excessive false alarms but the problem was not resolved. Stute: How many firms have excessive alarms? (Kennedy: About 38.) Lancaster: Do the alarm people respond? (Kennedy: Sometimes.) Wetherby: What about auditory alarms, how do you know they are false? (Kennedy: An investigation is made.) Newkirk: Are the systems directly connected to police department? (Kennedy: No, they go through the alarm business.) Are resident false alarms a problem? (Bolen/Herchert: Not a big problem.) Bolen: Feels that it is not the police's duty to "baby sit" businesses who have excessive false alarms. 2) Cancellation of Four City Council Meetings March 6 Council Meeting was changed to March 8 at 10:00 A.M. RA December 25th and November 27th Council Meetings were cancelled. RA 3) Departmental Space Changes (I.R. No. 6910) Stute: Why are we waiting to develop the third floor? Isn't it going to cost us more to move departments back when third floor is developed? (Herchert: Moving to the Public Safety Building for a few years and delaying the third floor development will save money.) Why will Park and Recreation be affected by the I-30 expansion? (Herchert: Because the property may be sold.) Pre-Council Minutes February 14, 1984 " Page 2 Wetherby: Why does Housing & Human Services need 3/4ths of the fourth floor? How many people do they presently have and how many square feet? (Evans: Don't have those figures with me now, but will get information to you this afternoon.) BT Newkirk: Where is Park and Recreation located on the map? (Herchert: Not involved in this move, but need to be considered in future space planning.) Lancaster: Has any study been made on the affects of parking downtown if Park and Recreation is located in the municipal building? (Herchert: Not yet, the master plan would take all of those issues into consideration.) Williams: How much money are we saving from the delay in the police move? (Evans: About $50,000 per month.) Johnson: Wants to see staff look at a long-term solution to space problems. BT 4) General Obligation Bond Sale (I. R. No. 6913) Williams: Is there a new landfill site purchased? (McKinney: Yes.) Are we going to buy it? (McKinney: Not in this bond sale.) Lancaster: Is this a twenty-year bond? (McKinney/Matagn: 24 Year) The principle compatible with current practices? Why are we going with 24 years instead of 20? (Matson: Has less impact on the budget.) Does this have more impact on our future citizens? (Matson: Yes.) A"h Administrative Action Requester February 14, 1984 ITEM REFERRED T0: 1) Items Continued -- M&C P-1639, pp 7 & 8 - Continued one week. RA:LL 2) Appointments to Boards/Commissions -- None. 3) Comments/Requests -- Councilman Johnson wants staff to provide Council with a report in July on the progress of the False Alarm Ordinance. VS Councilman Stute requests a quarterly report on the progress of the County-wide Ambulance Study. BT Councilman Bagsby wants to let Daniels Emergency Medical Services go into transfer business. Would like to see it on the Pre-Council Agenda. BT 4) Zoning Hearing -- Z-84-004 Delayed for one week, vote only by Councilmember Wetherby.
