The purpose of the Pre-Council Conference held prior to a
regular City Council Meeting is to allow the Mayor and
Councilmembers to discuss informally items on the agenda and to
secure information from the City Manager and the staff.
Although the meeting is open to the public, citizens are
requested to reserve comments and questions for the subsequent
Council meeting so they ,will be a part of the public record.

1) Discussion of Schedule of Events for March 8, 1984 City
Council Meeting
Stute: Wants Work session right after Council Meeting. (Bolen:
That's what staff is recommending.)
2) Revised Personnel Rules and Regulations (M&C G-5909)
Williams: If they come to work at 10:30, they get paid for the whole
day? (Shapard: Under current policy.) Is there any leeway
for employees? (Shapard: None proposed, new policy will pay
for hours worked.)
Bolen: They can charge the time off due to inclement weather to
comp-time or personal leave.
Stute: How is this policy different? (Shapard: Amendments can be
made without changing the entire manual.) Has the policy
been compared to private industry? (Shapard: Some have,
derends on the policy, for the most part, no.)
3) Briefing on Budget Goal Setting Workshop
Williams: What is the main thrust of this retreat? Why do we have to
spend the night? (Boswell: Help staff establish Council's
priorities early in the process and meetings will be held
early in the morning.)
Stute: Do we bring anything? (Boswell: No.)
Lancaster: Not even last year's budget? (Boswell: No.) How are we going
to go over budget? (Boswell: Consultant will provide most
of the guidance.)
Stute: Wants to look at the agenda ahead of time to make revisions,
if needed.) CB
Lancaster: Feels that last year was the first time the Council had any
decision in the budget process.
Bolen: Retreat to discuss general ideas and concepts, not specifics.

Bolen: Does the proposed policy reduce the amount of stolen books?
(Allmand: Good deterrent.)
5) Proposed Sale of General Obligation Bonds for Sanitary Sewer
Projects (I. R. No. 6915)
McKinney: (Summarized IR)
Bagsby: Wanted to know impact of additional debt service on water and
sewer rates. DAI
Newkirk: Believe we should sell revenue bonds, and de-authorize these
GO's at next CIP election.
Lancaster: Wouldn't these bonds be carried on official statements as
part of City's general obligation debt? Wants to see 20-
year debt service schedule for $55 million sale discussed
last week. MCM
