The purpose of the Pre-Council Conference held prior to a
regular City Council Meeting is to allow the Mayor and
Councilmembers to discuss informally items on the agenda and to
secure information from the City Manager and the staff.
Although the meeting is open to the public, citizens are
requested to reserve comments and questions for the subsequent
Council meeting so they will be a part of the public record.

1) Fort Worth Sesquicentennial Coordinating Commission
Williams: Is Fort Worth competing with other cities? (Schlansker: No
formal competition.)
2) False Burglar/Robbery Alarm Ordinance (M&C G-5807)
Newkirk: Are alarm businesses in agreement with revised ordinance?
(Sturns: No, working with them.)
Johnson: Has some problems with ordinance. (Sturns: Will discuss with
you later.) VS
3) County-wide Ambulance Proposal (I. R. No. 6906)
Terrell: Introduction.
Herchert: Reviewed implementation schedule.
Moncrief: Reviewed proposal and indicated County's willingness to pay for
indigent care.
Bagsby: Willing to go along with Herchert's plans, if it is made clear
there is no commitment at this time.
Stute: Want to make sure we look at comparative service levels with
costs for present and proposed system.
Bagsby: Will we extend DEMS contract? (Herchert: Yes.) Will they be
able to do transfer service? (Herchert: Not certain at this
time.)
Lancaster: Don't want DEMS to get upset with what's happening and leave.
Wetherby: Need workshop February 7, to discuss whether City will participate,
after meetings held in Commissioners precincts.
Newkirk: Meeting okay, but should invite people who provide healthcare
services. Should also include senior citizens.
Lancaster: Have 25-30 questions.
Bolen: They should be written out and presented to staff so they c

Lancaster: Are we repairing cuts on private parking lots? (Santerre: No.)

Toal: Requested delay. Delay granted. (NOTE: Council passed plan
during regular Council meeting without Pre-Council discussion.)
8) Water and Sewer System Refunding Bonds, Series 1984
Lancaster/Newkirk: What were the specific reasons why we got the "AA"
rating? (Matson/Boyd London: Our management practices, past
and future water rate increases to meet debt and capital
improvements.)
