The purpose of the Pre-Council Conference held prior to a
regular City Council Meeting is to allow the Mayor and
Councilmembers to discuss informally items on the agenda and to
secure information from the City Manager and the staff.
Although the meeting is open to the public, citizens are
requested to reserve comments and questions for the subsequent
Council meeting so they will be a part of the public record.

Bond Fund Financing (I.R. No. 6904) and Inner City

Bagsby: Wants a report on older CIP programs sorted by
council districts. CB
Lancaster: Police range is over budget, what are we doing about
it? (Herchert: Taking several steps to resolve problems.
Bolen: If we sell the bonds on the front end of project and
we have cost overruns or underestimated the project, what
recourse do we have? (Boswell: We will need to do a better
job putting bond packets together.
Newkirk: Questions the difference it would make it we transferred
interest earnings from General Fund. (Herchert: None,
recommended by bond counsel.)
Lancaster: Wants to follow the trail of interest earnings and where
they end up.
3) Health Care for the Homeless (I.R. 46905)
Bagsby: Requested Dr. Bird be contacted. VS
4) Relocation of Prisoner Transfer Function from the
Police Department to the Municipal Court (M&C G-5880)
No discussion.
