The purpose of the Pre-Council Conference held prior to a
regular City Council Meeting is to allow the Mayor and
Councilmembers to discuss informally items on the agenda and to
secure information from the City Manager and the staff.
Although the meeting is open to the public, citizens are
requested to reserve comments and questions for the subsequent
Council meeting so they will be a part of the public record.

1) Award of Contract for Police and Fire Communications Systems
(M&C C-8201)
Nunn: Reviewed events to date and reasons for recommendation.
Bolen: Are we getting the best system for the money? (Nunn: Yes.)
Williams: By the time the system is on line, will it still be state
of the art equipment? (Nunn: Yes, we would have state of the
art equipment when operational.)
Williams: Is the equipment in the system going to need replacement in
the next few years? (Nunn: No.) Are the bond funds allocated
for the project sufficient? (Nunn: Yes.) Funds are there for
developing the system and equipment for the next 18 months.
Bagsby: If the county-wide ambulance system doesn't pass, can the
CAD system handle EMS calls? (Long: Specs were written to
handle EMS if necessary, county-wide.) Can we sell this
system to others? (Herchert: We will have the enabling
infrastructure in place.)
Lancaster: Are the police and fire satisfied? (Kennedy: Police likes
system and anxious to get it on line. ) (McMillen: Agrees,
its state of the art and meets the needs of the Fire Department.)
(Stults: System will be far ahead of any in the state, other
cities watching Fort Worth's lead.)
2) Financial Update
Boswell: Reviewed estimated data on revenue and expense projections.
Johnson: Why the decrease in estimated revenue? (Boswell: Cautious on
sales tax revenue estimates because of n change in the payment
schedule.
Bolen: What percentage figures are you using? (Boswell: Was 7%, now
9%.)
Johnson: Wants the money from the formation of the Transportation
Authority saved and placed in the General Fund Reserve Account.
Against using the money for balancing the budget. RAM
Wetherby: Why are taxes down? (Boswell: Current tax collection of RG�O�D
budget loss due to delinquent collections and interest.) 6FFIC�A1.
Is the $112,000 going back in? (Boswell: He is confident CI.11 $ GR�ARY

the funds as such in all future reports.)
Newkirk: When did new TESCO rates go into effect? (Boswell: First
of the year.)
Newkirk: Is it possible for police officers to issue warrants instead
having warrant officers? (Herchert: Staff will look into the
matter.) LL
Lancaster: Are we compa:Lng savings in general budget from title searches?
(Herchert: Staff will take a look at that.) RAM
