The purpose of the Pre-Council Conference held prior to a regular City
Council Meeting is to allow the Mayor and Councilmembers to discuss infor-
mally items on the agenda and to secure information from the City Manager
and the staff. Although the meeting is open to the public, citizens are
requested to reserve comments and questions for the subsequent Council
meeting so they will be a part of the public record.

ITEMS
1. Amendment to Architectural Contract with V. Aubrey Hallum - Tom Davis,
Acting City Services Director. Mr. Davis came before Council seeking an
amendment to the Architectural Contract for the construction of firewalls,
walkway, and sprinklers in the Municipal Building and below 10th Street. Mr.
Davis told Council that the estimated cost for the construction is $538,000. Mr.
Lester Paige, Assistant Director of Development told Council that the main
concern at this present time is fire safety which entails fire prevention and
fire suppression. Mr. Paige then told Council that there is quite a lot of
overcrowding in the Municipal Building. According to Mr. Paige, the average
office capacity is 15 pounds per square feet, referring to the actual weight of
combustible material that should be permitted in one room. Deputy Fire Chief
Don Peacock presented slides of areas in the Municipal Building that were
overcrowded with combustible material.
Councilman Vance asked what was being done to change out the PCB Transformers?
Mr. David Ivory, Senior Assistant City Manager, replied that staff has looked
into the matter and has learned that the expense for removal of transformers is
great.
2. Amendment to Front Yard Parking Ordinance, (C.P.) - Ramon Guajardo,
Assistant City. Manager. Mr. Guajardo came before Council requesting a waiver of
front yard parking during City sponsored shows and events near residential
areas.
Councilman Williams stated that he feels that there could be some type of
additional planned parking at the Texas Christian University Campus and other
places for the Colonial event.
Councilman Vance told Councilmembers that he feels that a waiver would not be
inconsistent with this ordinance. A neighborhood depreciates greatly when
overcrowded stated Councilman Vance.
