No. 6957) - Bob Terrell, Assistant to the City Manager ( 5 Min . ) * * * * * * * * * * * To add or make revisions, please call the City Manager' s Office, 870-6143, before 3:00 P.M. , Monday, July 13, 1984 The purpose of the Pre-Council Conference held prior to a regular City Council Meeting is to allow the Mayor and Councilmembers to discuss informally items on the agenda and to secure information from the City Manager and the staff. Although the meeting is open to the public, citizens are requested to reserve comments and questions for the subsequent Council meeting so they will be a part of the public record. QRO Ft. No. 6957) Terrell: (Gave update.) 2) City, Chamber of Commerce, and Fort Worth Independent School District Strategic Planning Toal: (Reviewed background.) Newkirk: Someone from Mr. Bilardi's department needs to be at Thursday night's meeting. (Bolen: There are usually several membbrs of the City staff in attendance at each meeting.) 3) Management Study: Job Training Partnership Act Program (I.R. No.6956) Newell: Discussed future expansion plans to include private donations. Other cities have successful programs. Bagsby: What is percentage of their funds from private industry? (Newell: Don't know.) 4) Financing Plan for Cultural Institutions (I.R. No. 6958) and Review for 1984-85 Proposed Budget (I.R. No. 6955) Bolen: Did we extrapolate the quarterly figures to determine whether hotel usage is increasing? (Herchert: We are working with the Convention & Visitors Bureau. Mr.Henderson has the figures now.) Are we just going to estimate quarterly? (Herchert : The $2,600,000 is a conservative estimate. We plan a review at the end of six months, the institutions will be informed then.) Why not every three months? (Herchert: No problem, if this is the wish of the Council. However, the Museums had requested that staff make the longer projections so revenues will be more stable.) Stute: We are making the .bookkeeping problems, we should pay them as the money comes in. Newkirk: Shortfall losses ought to come out of general funds. They shouldn' e[C0�0 be a part of the bed fund. Williams: There ought to be a constant minimum payment and surplus funds Akld go into the general fund. 11 • Wetherby: A reserve plan should be developed where surplus funds would be s t aside for shortfall use.
