The purpose of the Pre-Council Conference held prior to a
regular City Council Meeting is to allow the Mayor and
Councilmembers to discuss informally items on the agenda and to
secure information from the City Manager and the staff.
Although the meeting is open to the public, citizens are
requested to reserve comments and questions for the subsequent
Council meeting so they will be a part of the public record.

1) 1984-85 Proposed Budget/Overview
Boswell: Presented proposed budget.
2) Proposed 1984-85 Refuse Collection Fee
Newkirk: Expressed concern about service complaints.
Williams: Two years ago, as the result of a study the enterprise zone
was established. The service cost was to remain at the same
level or be lowered? Who is paying for the growth?
Bagsby: Would like to see alternatives to the $1 fee increase
(fluctuating rates) . CB
Johnson: What are the cost other than the $4.507 DAI
3) Proposed 1984-85 Water and Sewer Rates
Bolen Clarify the wholesale rates. How is conservation changing
the water usage and construction cost? DAI
Williams: Concerned about the City being able to pass on the cost
of Samson Park's request. (Herchert: Staff will cover that
in Council.) DAI
4) Secondhand Dealers Ordinance 046C G-6077)
