The purpose of the Pre-Council Conference held prior to a regular City Council
Meeting is to allow the Mayor and Councilmembers to discuss informally items
on the agenda and to secure information from the City Manager and the staff.
Although the meeting is open to the public, citizens are requested to reserve
comments and questions for the subsequent Council meeting so they will be a
part of the public record.

1. UPDATE ON AIR QUALITY ISSUES - DAVID A. IVORY, SENIOR ASSISTANT CITY MANAGER

2. CANCELLATION OF APPEAL HEARING ON REVOCATION OF DANCE HALL LICENSE AT OCEAN
CLUB (MSC G-7239) - WADE ADKINS, CITY ATTORNEY
City Attorney Wade Adkins informed City Council that because the Ocean Club was
destroyed by a fire, the appeal on the revocation of the club's dance hall
license is now unnecessary.
3. ZOO AND FOREST PARK PLAN ISSUES - RAMON GUAJARDO, ASSISTANT CITY MANAGER
a) APPROVAL OF THE FOREST PARK PLAN (M&C G-7285)
Assistant City Manager Ramon Guajardo indicated that the Forest Park Plan before
Council is basically the same as the one submitted five weeks before. One
amendment to the plan, however, eliminates the proposal to channel Zoo Creek.
City Manager Douglas Harman recommended that Council consider the inclusion of
ten additional items into the Forest Park Plan. The items represent issues of
mutual agreement between opposing sides in the zoo debate. The items are as
follows:
1. The Zoological Association will consider making its membership more open
to the public.
Councilman Garrison stated that there are no other examples of truly open
Zoological Associations and that the City Council should not impose such
requirements on the Fort Worth Zoological Association.
2. The city's share of revenues from the Zoo are to be spent on improving
operations at the Zoo.
3. Any facilities such as soccer fields or picnic tables which are
displaced due to Zoo expansion will be relocated.
4. City Council must review and approve plans for all future phases of Zoo
expansion prior to the start of construction.
Councilman Vance suggested that the Zoological Association be restricted to the
prescribed phasing of Zoo improvements to assure that internal improvements are
made prior to expansion projects such as the proposed African Savannah.
Tin Stevens, Zoological Association Director, stated that further restric-tions
are unnecessary because Council must approve any proposed improvements before
construction can begin.
5. The Zoological Assocation must demonstrate the availability of
sufficient funds prior to the start of construction.
6. An amount equal to five percent of the construction costs of any
improvement must be set aside in an endowment to cover future maintenance costs.
7. The city must develop a parking plan to alleviate current and projected
parking problems at the Zoo.
8. Zoo Creek will remain within its current banks to preserve trees in
Forest Park.
9. Biannual coordination meetings between the Zoological Assocation, Park
and Recreation Board, and Zoo Director will be held.
10. Boundaries for the Zoo will be established by ordinance.
These ten items represent the input of many interested individuals.
b) ORDINANCE DELINEATING THE AREA OF THE FORT WORTH ZOOLOGICAL PARK (M&C G-7333)
Councilman Vance stated that although the establishment of zoo boundaries by
ordinance would not prohibit future City Councils from amending the boundaries,
the ordiance would provide assistance to future Councils in making decisions
about the zoo.
c) CONTRACT WITH THE FORT WORTH ZOOLOGICAL ASSOCIATION (M&C C-10653)
Councilman Lancaster recommended the removal of a provision requiring Council
approval for the purchase of any animal costing more than $15,000 and
recommended instead the inclusion of a requirement that a capital buget be
submitted annually in addition to the operating budget.
Councilwoman Webber asked if the cities MBE/WBE policies apply to the Zoological
Association. Mr. Guajardo stated that the Zoological Assocation is not required
to abide by the city's MBE/WBE policies.
Councilman Gilley asked what will happen at the end of the proposed ten year
contract between the City and the Zoological Association. City Attorney Wade
Adkins stated that the contract will be subject to renewal contingent upon
Council approval.
Mr. Gilley stated his belief that the term of the contract should be for five
years instead of ten to allow for earlier review of completed projects.
d) SPECIAL REVENUE SUB-FUND FOR Z00 (FOR FUTURE ACTION) (I.R. NO. 7227)
Staff indicated that a special sub-fund, similar to an enterprise fund, would be
created for zoo revenues. The fund will make it easier to track how zoo revenue
is spent.
