The purpose of the Pre-Council Conference held prior to a
regular City Council Meeting is to allow the Mayor and
Councilmembers to discuss informally items on the agenda and to
secure information from the City Manager and the staff.
Although the meeting is open to the public, citizens are
requested to reserve comments and questions for the subsequent
Council meeting so they will be a part of. the public record.

1) Notification of Adjacent Property Owners on Street
Improvement Projects (I.R. No. 6923)
Santerre: (Reviewed notification procedures for adjacent property
owners on street improvement projects. )
Newkirk: Do you determine the assessment by the contract? (Santerre:
Yes.) Can you guess the assessment prior to accepting a
contract? (Santerre: On residential assessments we can
determine the maximum assessment and the rules for the
assessment.) When do we change the maximum assessment?
(Santerre: Once a year. )
2) Garbage Collection Route/Day Changes (I.R. No. 6922)
Davis: (Discussed rationale for changes.)
No questions asked.
3) Environmental Control Update (I.R. No. 6925)
Daniels: (Reviewed IR)
Bolen: Do you seek voluntary compliance by verbal or written
appeal? (Daniels: Written.)
Edmonds: Presented four concerns. 1) Improve inspector training;
2) Review inspection procedures; 3) Beef up ordinances; and
4) Streamline Municipal Court procedures.
Wetherby: Why do the collection for weed liens billed in 1981-82 differ
so greatly? (Daniels: Collections are over a several year
period and not just collections from accounts billed during
the 1981-82 period.) How are our collections initiated?
(Daniels: Legal sends a notice.) Is there any follow-up?
(Daniels: Yes.) I think we need to strengthen collections. WA
Stute: That's difficult because a lien is the strongest thing we
can do. The interest that we charge for late payment is
less than that charged by banks and credit cards.
Wetherby: Who oversees that? (Adkins: State law.)
Stute: Can you issue a ticket after cutting the grass? (Adkins:
Ticket and mow?) (Daniels: We are not allowed t(7 by
ordinance.)

Wetherby: Can legal take a look and change to allow ticketing
for cutting of grass? (Herchert: That would probably
compound the problem. The procedure we have allows us
to have the grass cut more quickly.) (Daniels: Agreed.)
Bolen: Maybe we can put the two facets together somehow.
Zapata: What will we do about City lots? (Daniels: We have reviewed
our list of lots and in the last six months we have been
cleaning and mowing our lots.)
Newkirk: We should sell them. MCM
Bolen: A lot are up for sale.
4) Review of Sign and Billboard Regulations (C.P. 110)
Adkins: (Reviewed C.'P..)
Lancaster: This came up at our retreat; talking with the sign
industry reps showed that the industry can't be self-
policing.
Wetherby: When we set up the committee include industry reps.
(Bolen: Should be a broad-based group.) DAI
Lancaster: There are a number of legal ramifications to this action,
but I feel that this is for the betterment of our City.
Zapata: Didn't we study this before? (Herchert: That was a Zoning
task force that looked into temporary signs.)
Adkins: How many Councilmembers will serve? Will we appoint today?
Bolen: I'd like to appoint some today. I'd like to have a three
person committee with a chair that will devote some time.
Any volunteers? We'll appoint today.
Stute: Let's think about it a week.
Adkins: The ordinance provides for all committee members to be
Councilmembers. (Lancaster: We can pass this and amend
it later. )
Stute: I think it'll take some time to develop a committee.
Bolen: I'd like to appoint today.

5) Extension of Contract - Daniel Emergency Medical Services, Inc.
(M&C C-8269) and Granting of Transfer Ambulance Permit - Daniel
Emergency
Terrell: (Reviewed I.R.)
Bolen: What's the salary base rate? (Terrell: Discussed rates and
proposed increases.)
Wetherby: Why are clerical paid more than the field employees?
(Terrell: We didn't set the rates.)
Johnson: How much revenue will the rate change provide? (Terrell: $238,000)
What is the cost of the proposed pay increase? (Terrell: About
the same. ) I have two problems with this: 1) This will mean the
City subsidizing Daniels in the private area; and 2) We are not
paying the field employees anything. If it's not imperative
I'd like to wait on this? (Herchert: The present contract expires
the end of this month.)
I'd like to see some figures on how Daniels pays against
other public and private carriers in this area, and the cost
of achieving parity. I'd like to take some time if it
wouldn't handicap things? (Herchert: We are recommending
approval of the Daniel's request and would have no problems
with bringing this back for review in the future.)
Zapata: There are some people that can't support the cost now.
Bolen: 60% aren't paying.
Wetherby: I agree with Mr. Zapata. I can't support this.
Bolen: Would you rather have no system at all?
Wetherby: They knew this five months ago, why didn't we look at it
then?
Bolen: The bottom line is -- will we have a system without this
increase?
Herchert: They are providing service at significantly lower cost than
any other comparable system. I think our choice is to increase
the subsidy or to agree to a reasonable fee increase. To do
neither would result in having the City do it at a signifi-
cantly higher cost.
Wetherby: How much would this increase come to? (Terrell: $238,000)
Lancaster: The Audit Committee did meet on the increase this morning.
We are at a very precarious time. I think it's important
to give them some continuity. We have a service which is
cost-effective and I would urge support of this M&C today.
Bolen: I agree.

Zapata: Daniels made some sacrifices to get to the lowest bid rate, and it
seems that now they are trying to make it up. (Herchert: The
bid period has expired. Since then their costs have gone up.)
Stute: At this time, I can't see that we have anything better on
the horizon. Either we raise the rates or the subsidy.

Newkirk will chair the committee.
Councilman Johnson requested that the Audit Committee work closely BT
with Daniel EMS and monitor their turnover problems.
Councilman Johnson requested that an M&C be drafted and placed on DAI:RA
the March 27 agenda regarding the waiver of one-year filing
requirement and waiver of filing fee on property at 721 Glen
Garden (Z-84-30) .

Juanita Petty and Mrs. Jones addressed the City Council regarding
the rezoning of their respective properties situated along the
south freeway.
