Although the meeting is open to the public , citizens are requested to reserve comments and questions for the subsequent Council meeting so they will be a part of the public record. RAM:RA 2) Status Report on Sign Ordinance No questions. 3) Federal Aviation Administration Automated Flight Service Station Lease (M&C C-8324) Stute: Why does FAA want high public visibility? (Thompson: Serving the north Texas region.) (Herchert: Plan to expand number of employees and functions in building.) Newkirk: How do we know we have enough money? (Thompson: GSIA sale sufficient to cover cost of construction, will also lease for 90C per square foot.) What if construction cost exceed GSIA projections, where does money come from? Herchert: Will get escape clause built in. MCM Lancaster: What is land worth? (Thompson: 2;1 acres, 16C per square foot per square acre.) Stute: Is there a difference between the two sites? (Thompson: Yes.) What is included in the 90C per square foot maintenance? (Thompson: Mechanical equipment, roof, landscaping.) RECORD Plumbing? (Thompson: Yes.) What is the cost usually? OFF�CIR (Thompson: 75� a standard - we raised.) CITY SECREURI Newkirk: We have $10,000 a year for maintenance. FT, WORTH, TEX. Herchert: Were one of fifteen cities responding to FAA request, most would include the maintenance. Bolen: Wants lid on cost of project. (Herchert: Will do.) Stute: Airport Board spent more time on this. They talked in terms of flights generated, gallons of gas used. I suggest you include light bulbs in janitorial contract. No. 6932) Stute: Wants to wait till later in budget year to see the affects of a waiver. Wetherby: Council changed policy a month ago and waived other group's 15%. Lancaster: Are streets in target areas being continued in budget? (Guajardo: Yes.) Weren't the other agencies 15% waivers based on specific facts? (Herchert: Correct, groups not paired, we recommend not changing the policy, CDC disagrees.) Bolen: We'll continue discussion of waiver of Fort Worth Economic Development Corporation on Council agenda. 5) Discussion of Riverbend Concept Plan/Trinity Greenbelt Bolen: Where are we in agreement with Newell & Newell? (Toal: Agree- ment on 700 ft. wide green area, disagree on placement of levy.) Lancaster: Approves of concept. Staff needs to work with Newell & Newell on details. Ken: Need new Randol Mill Road. Stute: Will the bike trails lead to city limits? (Toal: As it develops.) Wetherby: Keep it looking natural. OFFICIA! RECORD CITY SECRETARY FT. WORTH, TEX. RA:RAM 2) Appointments to Boards/Commissions -- Mr. Jack Farrell was appointed to the Charitable Solicitations Commission by Mayor Bolen. VS:RA Councilmembers Dwaine Johnson and Mayor Pro Tem Stute were appointed to the Railtran Committee by Mayor Bolen. MCM:RA Ms. Ingrid S. Stromberg and Ms. Judith G. Wells were reappointed as substitute judges by Councilmember Lancaster. LL:RA Action on attendance report of boards and commissions - Council acted to retain on the following boards and commissions: Aviation Advisory Board - William A. Stroud, James A. Williams Board of Plumbers - Seanna West Building Standards Commission - Y. C . Shamblee, Armando Hernandez, Roslyn Rabalais Charitable Solicitations Commission - Viola Pitts Community Development Council - Y.C. VS Councilmember Lancaster requested a summary of the funds expended and remaining on the FAA Automated Flight Service Lease. MCM 4) Citizen Presentations -- Mr. Donald Stout, of 1802 Yorkstown, Innis addressed the Council concerning the incorporation of the proposed City of Lillian. DAI Ms. Gilliam requested the City: 1) Post signs about illegal dumping on the 1900 block of Delaware between Richmond and Jefferson; 2) Stop the running water at the condemned house at the end of Jefferson; 3) Repair the leaking fire plug at 1301 East Jefferson.
