The purpose of the Pre-Council Conference held prior to a
regular City Council Meeting is to allow the Mayor and
Councilmembers to discuss informally items on the agenda and to
secure information from the City Manager and the staff .
Although the meeting is open to the public , citizens are
requested to reserve comments and questions for the subsequent
Council meeting so they will be a part of the public record.

1) Application for Scheduled Airline Service at Meacha g
Field (I.R. No. 6933)
Matson: (Reviewed IR)
Stute: Who will be responsible for reporting fuel flow fees?
(Matson: City will get and audit report from each FBO,
which will be compared to FWA's records.)
Williams: Principal investors are from Fort Worth? (King: Initially
ten investors, six from Fort Worth: Don McMillen, Albert
Komatsu, James Harrison, Mrs. King, Clinton Grant, and
myself. Expect to gain 25 more investors through private
placement and 80-85Z of total to be from Fort Worth.)
Williams: What kind of guarantee from FWA? (Matson: A three-year term
for contact.) Concerned about City expenses of $159,000;
when will expenses be incurred? (Matson: Half of that amount is
for additional parking, which would only be installed if necessary
in the future.)
Bolen: Type of security on smaller airline? (Matson: Was not required.)
How do City rates compare with competing fields? (Thompson: On
landing fees, Love Field charges 48-50C, Austin charges less
than 45C, Hobby charges more than Love Field. City will charge
less than competitors for rental space as operations get started.)
Matson: Airport Advisory Board recommends we keep rates low initially.
Newkirk: Do any expenses qualify for FAA funding? (Matson: Not at this
point.) What about GSIA funds? (Matson: When funds become
available, you will have full discretion.)
Thompson: Will get FAA funding for fencing. (Matson: If activity makes
fencing necessary.)
Newkirk: Any GSIA funds available? (Matson: No cash available, could
spend accounts receivable if City Attorney will allow us. Next
payment will be June 5th. Could delay reimbursement of General
Fund and place June 5th payment in capital projects reserve fund
for airport projects.
Lancaster: Staff is satisfied with staying power of FWA? (Matson: Can only
look at individuals involved at this point. City will only be
spending in parallel with FWA but still some element of risk.)
Lancaster: Would like summary of activities on GSIA. MCM:JH

Bolen: City could generate income from parking. (Matson: If that is
policy decision, but free, close-in parking would be a major
attraction of Meacham Field.)
Newkirk: Opposition from neighborhoods in area? (Matson: Environmental
impact assessment is being done by airline. Residents have no
problem with these planes and Mayor of Saginaw supports idea.)
Zapata: Overall, meetings have been very positive because airline met with
residents beforehand. Only concern is with future of airport if
FWA is successful -- residents want City to prepare ordinance to
protect them in future from any additional airlines. Still some
opposition from residents south of airport.
King: FWA will be an entirely different airline. Plan to make Meacham
competitive with Love Field for similar flights within 300-mile
radius. Planes are 48-passenger turbo props, will start with
fleet of four with frequent trips to Houston, San Antonio, and
Austin. Expect to lose money in '84, '85, possibly into '86.
Bolen: How competitve will rates be? (King: Same fares, basically same
flight time as others, with conveneince of Meacham Field.) Will
need to advertise. (King: Allocating about $500,000 for advertising
first year.)
King: Morris did not mention fees will increase with CPI.
Newkirk: How many people from Fort Worth fly out of Love Field?
(King: Total 2.3 million flights from D/FW area, estimate
16-19% generated in Fort Worth.)
Bolen: Appreciate your efforts, wish you every success.

Sawey: (Reviewed M&C's) OFFICIAL RECORD

Stute: Same problem here on appropriated funds as with Will Roger T.T NORTH, TGA.
(Sawey: Will correct similar situation by selling enough bonds.
to complete contracts presently underway. )
Adkins: To comply with rule on appropriations, will need to postpone
actual appropriation in M&C G-5976 until bonds are sold.
Lancaster: Will any costs be recovered? (Sawey: Part of costs will be
shared with developers as work occurs.)
Lancaster: Meeting scheduled with Black and Veatch? (Sawey: Yes, would
like to meet within next couple of weeks.) AAI

Lancaster: Has effect on water rates been calculated? (Sawey: Part of Black
and Veatch study.)
Williams: Cost covered in earlier study, correct? (Sawey: Yes.)
3) Review and Endorsement of the Wedgwood Sector Plan (M&C G-5970)
Taylor: (Reviewed present and future land use in sector.)
Wetherby: Is development south of Columbus Trail not covered in sector
plan? (Taylor: Covered in district plan now in progress.)
Wetherby: Isn't this area low on parks? (Toal: No large community parks,
principally neighborhood parks. Will bring in community parks
as sector grows. )
Williams: Is projection of 18.4% commercial a good ratio? (Taylor: A heavy
proportion for City as a whole but not for sector.)
Moncirals: (Reviewed transportation, housing, community facilities, and
environment.)
Toal: (Discussed development in new areas.) Concentrated commercial
area will be a sub-center of City.
Lancaster: Does Council have role in determining density in the City?
(Toal: Has a role in determining zoning but probably should not
set a limit on percentage of multi-family --market will set
limits.) But where Council turned down multi-family, developers are
building single-family. (Toal: Some developers may over-zone,
incumbent on Plan Commission and City Council to bring zoning
in line with actual land use.)
Bolen: Still a tremendous proportion of multi-family being built.
(Toal: 70% is apartments to be presented soon.)
Wetherby: Do we have a policy to down-zone to what is actually built?
(Toal: No, would like to see a written policy to do that.)
Wetherby: Can City do something about realtors giving inaccurate information
to home buyers? (Toal: Can provide citizen with any information
we have.)
Stute: Would like to see information on number of apartments being
converted to condominiums and town houses. (Toal: Will look
into it.) DAI
Toal: Most cities in area other than Dallas and Fort Worth have
strict standards for housing, but concerned about legality of
those standards. May need to take more of a leadership role.
Bolen: That is why developers are moving into Fort Worth.

4) Summary of Activities for Festival Fort Worth
Winter: (Briefed Council on eleven days of events.)
Herchert: Want Council to know we are flying Japanese flag in front
of building, and are receiving some calls. Staff still thinks
it is a good idea, but will stop flying it if Council chooses.
