The purpose of the Pre-Council Conference held prior to a
regular City Council Meeting is to allow the Mayor and
Councilmembers to discuss informally items on the agenda and to
secure information from the City Manager and the staff.
Although the meeting is open to the public, citizens are
requested to reserve comments and questions for the subsequent
Council meeting so they will be a part of the public record.

1) Results of Survey of Citizen Satisfaction With Cable TV
Service (I.R. No. 6921)
Vasquez: (Summarized survey)
Nunn: (Discussed key survey findings.)
Strange: We've had our share of problems, but we pledge to solve them and
we are working real hard to keep problems to a minimum. The
system will be complete in October or November.
Bolen: Sammons has given us the best service that we've heard about
from other City officials. No other city has had as good
cooperation as we get.
Williams: What was the original completion target date (for system
completion)? (Strange: We will be ahead by six months.)
I think that's impressive.

Newkirk: What percent of disconnects are due to payment problems?
(Strange: a high number.)
Zapata: Is the system designed so that any time something goes wrong
for the first time it's with a Councilmember!s system?
(Strange: It seems that way, but it's not by design.)

Toal: (Discussed sector plan concept.)
Gerhart: (Requested Council approval and spoke of the Neighborhood
involvement.)
Moncivais: (Presented overview of sector plan.)

Guajardo: (Discussed I.R.)
L. Pavlick: (Summarized the efforts of the Task Force on Inhalant Abuses.)
Williams: What has been the effect of the group on addressing the
problem? (Pavlick: I've noticed a higher energy level and
increased commitment to address the problem.)

Zim Neil: (Presented overview of involvement by the Youth Collaboration
Council.)
4) Housing and Urban-Rural Recovery Act of 1983 (I.R. 6917)
Guajardo: (Discussed IR and success of rental-rehabilitation program.)
Bagsby: Is this grant a HODAG? (Guajardo: Yes.) Isn't it also a
home-owner program? (Guajardo: No, it is a rental reduction
program targeted to rental owners.)
Lancaster: Shouldn't we target the benefit towards encouraging home
ownership? (Guajardo: The need is greater for rental units
due to the number of low-income families needing assistance.)
5) Memorandum of Understanding for Management of Northside
Coliseum (M&C C-8259) and Memorandum of Understanding -
Stockyards UDAG (M&C C-8260)
Terrell: (Discussed UDAG application history.)
Stute: Is that during the renovation period ($500 monthly rental
fee)? (Terrell: Yes.)
Terrell: (Continued discussion of M&C)
Bolen: Will we only get 3 & 5% on the concessions only and not
any other income? (Terrell: That's still negotiable.)
Is the rental fee net, net lease? (Terrell: Yes.) How
binding is this agreement? (Terrell: Must remain substantially
in the same form, but we can negotiate.) Wade, are you
comfortable with that? (Adkins: Yes.) The numbers can vary?
(Terrell: Yes.) I want it to be leased, but in partnership
with us.
Stute: By this, are we signing any additional binding leases?
(Terrell: No.) • How much EDA money did we get? (Terrell:
$275-280,000) Can we pay it off to get out of the agree-
ment? (Herchert: We may be able to without having to pay any
money.) How do we cancel? (Terrell: A waiver by the Assistant
Secretary of Commerce.)
Terrell: (Continued discussion of M&C.)
Bolen: Will the $500 take care of the utilities? (Herchert: Yes.)
Wetherby: How much will be repaid over the loan amount? (Beuck: It will
run between $50 and $100,000.)
Beuck: (Discussed need for City commitment.)

Newkirk: Will revenue return to the General Fund, or is it for
UDAG related activities? (Herchert: Must be used for
CDBG activities.) Who makes that decision? (Herchert:
The City Council.)
Bolen: Is this an unsecured note? (Beuck: No. It's backed up by
land, values. of the Triad Corporation.)
Zapata: I resent UDAG demanding 1/4 of 1% of Billy Bob's Texas'
alcohol revenue. I see it as a violation of rights. Unless
the City objects it will stick.
Bolen: Beuck doesn't want to rock the boat and jeopardize the
project. If he wants us to battle for him, we will.
Bill (Beuck) you are asking for approval? (Beuck: Yes,
no other viable details.)
Newkirk: We need to spell out concession details.
Bolen: We will do that in the final document.
6) Request for Waiver of Rental Fee - Fort Worth Garden Club, Inc.
Bolen: I would support this.-
Wetherby:
his.Wetherby: Has the Park & Rec Advisory Board acted on it? (Bolen: I
don't know.) (Herchert: Request was made to B. Don Mhgness.)
Newkirk: I am worried about setting precedent.
Bolen: I am too. Is there a legal problem? (Adkins: Net result is the
same.) We need concensus.
Lancaster: I can't vote; wife's a member.
Stute: If you need concensus, I could support it.
Bolen: Concensus is to not charge for those three days.
Adkins: We will have to bring it back to Council again.
