AN ORDINANCE REGULATING TRAFFIC BY DESIGNATING THE THROUGH-
TRAFFIC LANES OF THE EAST WEST EXPRESSWAY AND THE NORTH-
SOUTH EXPRESSWAY AS DiAYS; PROHIBITING THE OPERATION OF
ANY VEHICLES THEREON OTHER THAN THOSE OF THE AUTOMOTIVE
TYPE; PROVIDING 11F'OR ONE-WAY TRAFFIC ONLY ON EACH SITE OF
SUCH FREE,6AYS, MAKING' IT UNLAWFUL TO PARK ANY VEHICLE ON
SUCH FREED^TAYS, AND MkKING IT UNLAWFUL TO .ANTER OR LEAVE
SUCH FRE&AYS AT ANY POINT OTHER THAN PROPERLY DESIGNATED
ENTRANCE AND EXIT POINTS; PROHIBITING THE USE OF SUCH FREE-
7iv`AYS BY PEDESTRIANS, BICYCLISTS AND EQUESTRIANS; PROHIBITING
PERSONS FROM DRIVING MOTOR;VEHICLES UPON SUCH F'RE-KAYS AT A
GREATER RATE OF SPEED THAN FIFTY (50) MILES PER HOUR; PRO-
VIDING A PENALTY FOR THE VIOLATION HEREOF OF A 'FINE IN A
SUM OF k1ONEY NOT TO EXCEED ONE HUNDRED DOLLARS (0100.00);
MAKING THIS ORDINANCECUMSLATIV:E OF ALL OT'HE'R ORDINANCES
GOVERNING MOTOR VEHICULAR TRAFFIC, PROVIDING A 'SAVINGS
CLAUSE; AND PROVIDING AN EFFECTIVE DATE,
WHEREAS, after extensive planning and at considerable expense, the
City of Fort Worth and the Texas Highway Department have constructed
freeways or expressways within the corporate limits of the City of Fort
Worth; and,
W'HEREAS, such freeways or expressways are designed for the safe
and rapid movement of automotive traffic thereon in large volume, and
unless such freeways ;or expressways are restricted to such use and a
speed limit is designated therefor, traffic along such thoroughfares
would be subjected to unnecessary hazards, Na,, , THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS®
SECTION 1.
The through-traffic lanes or ways constructed in the center of what
is co my known as the East-West Expressway, which extends from Camp
Bowie Boulevard at Horne Street to Ballinger Street, and the North--South
Expressway,,' which extends from. Seminary Drive to East Rosedale, are here-
by designated as .freeways or expressways.. The ;teras "freewaytt and teex
pressway" shall be used interchangeably and shall also include the entrance
and exit lanes leading to and from the through-lanea�
SECTION 2*
No vehicle except of the automotive type shall be driven upon or
operated upon any freeway -within the corporate limits of the City of
Fort Worth,
SECTION
The direction of travel of vehicles on each freeway ;shall be one
way only and as determined and indicated by the City 'Traffic Engineer,
It shall be unlawful for the driver of any vehicle to enter a freeway
at any place other than a city traffic engineer designated entrance or
to leave a freeway at any place other than a city traffic engineer
designated exit, and it shall be unlawful ;for the driver of any vehicle to
drive same across the median or center strip of any 'freeway. It shall
be unlawful and a violation hereof for the driver or owner of any vehicle
to party said vehicle sr to permit the same to be parked, stand or remain
on any portion of a freeway,
SECTION 44
The use of any freeway by pedestrians, bicyclists and equestrians
is hereby prohibited„ This restriction and prohibition shall apply to
the shoulders and .median strips of the freeways, as well as to the pave-
ment surface.
SECTION 5
No person shall drive or operate a motor vehicle upon any;freeway
or expressway, as those terms are used herein, within the corporate lints
of the; City, of Fort Worth at a greater rate of speed than fifty (50)
miles per hour.
SECTIO' 6.
Any person who shall violate any of the provisions of this ordinance
or any rule or regulation made by the City Traffic Engineer pursuant
thereto shall be guilty of a misdemeanor and, upon conviction thereof,
shall, be fined not to exceed One Hundred Dollars ($100,00),.
SECTION 7,
This ordinance shall be cumulative of all other ordinances' conce-n-
i g highway traffic in the City of Fort Worth except in those instances
vihere such ordinances are in conflict herewith, in which instances the
terms of this ordinance shall prevail..
SECTION 8,
Should any section, article, provision or part of this ordinance be
declared to be unconstitutional and void by a court of competent juris-
diction, such decision shall in no way affect the validity of any of the
remaining parts of this ordinance unless the pant held unconstitutional
or void is inseparable from and indispensable to the operation of the re-
maining parts® The City Council hereby declares that it would have passed
those parts of this ordinance which are valid and omitted any parts which
-may be unconstitutional if it had known that such parts were unconstitu-
tional at the time of the passage of this ordinance..;
SECTION 9.
This ordinance shall take effect and be in full force and effect
.from and after the date of its passage and publication as provided by
law'

Dear Sir:
In response to ;your request I have discussed with
Captain Dunwoody the appropriate speed limit and
other restrictions for traffic on the Expressways,
It is the opinion of this deppartment that a 50
DI.P.H. maximum speed should be established on the
sections of the Expressway now under construction.
We do not believe that a minimum speed should be
established due to the problems involved for enforce-
ment. The present sections of the Expressways are
not built with acceleration or de-celeration lanes
for traffic enterin;7 or, leaving by way of ramps.
We believe an ordinance restricting t'-Ie Expressways
to motor vehicle traffic and prohibiting pedestrians ,
bicyclist , equestrians and animal drawn vehicles
should be passed.

Dear Mr. Jones:
The paving of both the East-West expressway from Horn Street to within 800 feet
of Summit Avenue, and the North-South Expressway from Rosedale to Morningside
Drive .should be completed within two or three months and will be opened to traf
fic. Inasmuch as the completion of the North-South Expressway to Rosedale will
give Fort Wo-rt'_-: approximately 3.4 miles of continuous expressway on the North-
South and we will have 4 miles on the East-West, it is anticipated that each of
these sections of expressway will attract a considerable amount of traffic.
These e=ressways are designed for the safe and rapid movement of automotive traf-
fic in large volumes, and unless they are restricted to this type of traffic,
could easily become deathtraps.
For the above reason it seems to me- imperative that the City of Fort Worth restrict
by ordinance the use of the freeway lanes, shoL_lders, and connecting ramps to
motor vehicle traffic and prohibit their use to horse or mule drawn vehicles,
equestrians, pedestrians and bicyclists.
San Antonio and Houston both have such ordinances and I understand that Dallas
also has such an ordinance. I have requested Mr. gillmer to send me a copy of
it if possible which I will furnish you when it arrives.
I am attaching a copy of the San Antonio ordinance and Houston ordinance for your
perusal.
It is believed that such am ordinance is vital to the safety of traffic using the
expressways here as well as to those the ordinance would prohibit from using them.
It is hoped the City of Fort Worth will recognize this need and take suitable action
by passing such an ordinance.
