1. CALL TO ORDER
With a quorum of the City Council Members present, Mayor Pro tem Espino called the regular
session of the Fort Worth City Council to order at 7:01 p.m. on Tuesday, September 15, 2015, in
the City Council Chamber of the Fort Worth City Hall, 1000 Throckmorton Street, Fort Worth,
Texas.

The invocation was provided by Father Steven Jasso, All Saints Catholic Church.

Motion: Council Member Allen Gray made a motion, seconded by Council Member
Zimmerman, that the minutes of the Regular meeting of September 1, 2015, be

Designate the Departments and Certain Personnel to Act on Behalf of the Financial

Motion: Council Member Bivens made a motion, seconded by Council Member Shingleton,
that the Fort Worth City Council close the public hearings for Mayor and Council
Communications BH-332 through 131-1-339; approve Mayor and Council
Communications BH-332 through 131-1-339, with a correction to BH-339 to change
the appropriation amount from $80,670.00 to $109,525.00; approve Fiscal Year
2015 budget and five-year service plans; adopt the following ordinances levying
special assessments for the 2015 tax year and transferring and appropriating funds
for Fiscal Year 2015-2016; and authorize execution of management agreements for

Shingleton, that the proposed Fiscal Year 2015-2016 budget General Fund
allocation for the Police Department in the amount of $229,073,957.00 be
approved. Motion passed 7-0,Allen Gray abstained, Mayor Price absent.

The Notice of Special Hearing set today as the date for the hearing in connection with
recommended changes and amendments to Zoning Ordinance No. 13896 and that notice of the
hearing had been given by publication in the Fort Worth Star-Telegram, the official newspaper
of the City of Fort Worth, on August 28, 2015.
Mayor Pro tem Espino opened the public hearing.

hearing be closed and Ordinance No. 21896-09-2015 be adopted. Motion passed 8-0, Mayor
Price absent.

Mr. Bob Willoughby, 6731 Bridge Street #125, appeared before Council relative to the Code
Compliance Department.
Mr. Clifford Pope, 6925 Sandstone Court, appeared before Council relative to trash and water
line issues.
Mayor Pro tem Espino directed him to meet with Mr. Brandon Bennett, Director, Code
Compliance, and Mr. John Carman,Director,Water Department.
Mr. George Chiles, 2800 Jennings, appeared before Council relative to mowing alleys not being
enough to deter unlawful activity.
