HomeMy WebLinkAboutOrdinance 18887-10-2009Ordinance No, 18881-1 D-2oo9 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AIRPORTS GAS LEASE PROJECT FUND IN THE AMOUNT OF $281,411.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF TRANSFERRING SAID FUNDS TO THE MUNICIPAL AIRPORTS FUND FOR THE DEMOLITION AND ASBESTOS ABATEMENT OF 18 PROPERTIES ADJACENT TO FORT WORTH ALLIANCE AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BYTHE CITYCOUNCIL OFTHE CITYOF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2D09-201 D and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Airports Gas Lease Project Fund in the Amount of $281,411.D0, from available funds, for the purpose of transferring said funds to the Municipal Airports Fund for the demolition and asbestos abatement of 18 properties adjacent to the Fort Worth Alliance Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect, SECTION 3, That this ordinance shall be cumulative of Ordinance No,18809 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4, This ordinance shall take effect upon adoption. Authorize the use of revenue derived from gas well drilling on City-owned airports in the amount of $281,411.00 for the demolition and asbestos abatement of 18 properties adjacent to Fort Worth Alliance Airport; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Airports Gas Lease Project Fund in the amount of $281,411.00, from available funds; 3. Authorize the transfer of $281,471.00 from the Airports Gas Lease Project Funds to the Municipal Airports Fund; 4. Adopt the attached supplemental appropriation ordinance increasing estimated receipts and appropriations in the Municipal Airports Fund in the amount of $281,411.00 from available funds; and 5. Authorize the City Manager to execute an agreement with lntercon Environmental, Inc., in the amount of $281,471.00 for demolition and asbestos abatement services for 18 properties adjacent to Fort Worth Alliance Airport. DISCl1SSIClN On March 23, 1993 the City Council adopted the Federal Aviation Regulation Part 150 Noise Study for Fort Worth Alliance Airport. The Noise Study program consisted of fee simple acquisition of 11 tracts of land within the 65 LDN. To date, the City of Fort Worth has purchased ten properties with grant funds and the remaining properties were purchased from non-federal sources. To eliminate any future incompatible use, the 1 S properties are being cleared of the improvements and incorporated into the airport boundary for future possible development. Bids for the demolition were advertised in the Fort Worth Star-Telegram on May 1 l and May 24, 2009. The following firms submitted bids on June 11, 2009: Nationwide Demolition A & R Demolition, Inc. • Midwest Wrecking Company Eagle Remediation Services, Inc. Atlas Equipment Logname: 55AFWNOISEPROPDEMO Pale 1 of 2 Cactus Environmental Intercon Environmental The proposals were evaluated based on apre-determined combination of qualitative and quantitative bid point} measures. These measures included, but were not limited to, the evaluation of previous work experience, qualifications of personnel, contractor capabilities, cost and subcontractors. Based on the total point distribution of the pre-determined measures, Intercon Environmental met all the requirements with a bid of $281,471.4fl. Intercon Environmental, Inc. is in compliance with the City's MIWBE Program by committing to 10 percent MIVVBE participation on this project. The City's goal on this project is 1 o percent. The Environmental Management Department and will oversee this asbestos removal and demolition project for the Aviation Department. vVork on the asbestos removal and demolition project is expected to begin in November 2009. The project is physically located in COUNCIL DISTRICT 2.
