HomeMy WebLinkAboutResolution 4516-09-2015 Resolution NO. 4516-09-2015 AUTHORIZING EXECUTION OF A GRANT AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR A WILDLIFE HAZARD ASSESSMENT AT FORT WORTH SPINKS AIRPORT WHEREAS; it is necessary to conduct a wildlife hazard assessment in order to increase safety and gather information regarding wildlife on and around Fort Worth Spinks Airport; and WHEREAS, the City of Fort Worth intends to request financial assistance from the Texas Department of Transportation fort his assessment; and WHEREAS, the total project cost is estimated to be $100,000.00 and the City of Fort Worth will be responsible for the ten percent(10%) local match, of$10,000.00; and WHEREAS, the City's local match for this project was approved by the Fort Worth City Council by passage of C-27486 on September 29,2015; and WHEREAS, the City of Fort Worth names the Texas Department of Transportation as its agent for the purposes of applying for, receiving and disbursing all funds for these improvements and for the administration of contracts necessary for the implementation of these improvements. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: The City Manager is authorized to execute all necessary documents for the application and acceptance of a wildlife hazard assessment grant from the Texas Department of Transportation. Authorize the application for and acceptance of, if awarded, a grant from the Texas Department of Transportation, Aviation Division, in an amount up to $90,000.00 for the Wildlife Hazard Assessment at Fort Worth Spinks Airport; 2. Authorize the use of the Municipal Airports Fund in an amount up to $10,000.00 for the City's ten percent grant match; 3. Adopt the attached resolution providing that an amount up to $10,000.00 in available Municipal Airports Funds will be available as a match for the Wildlife Hazard Assessment at Fort Worth Spinks Airport, subject to receipt of the grant, and authorizing the City Manager or his designee to execute all necessary contracts associated with this project with the Texas Department of Transportation; 4. Authorize a transfer in an amount up to $10,000.00 from the Municipal Airports Fund to the Airport Grants Fund for the City's ten percent grant match, subject to receipt of the grant; and 5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Airport Grants Fund in an amount up to $100,000.00, subject to receipt of grant. DISCUSSION: On September 1, 2015, the Fort Worth Spinks Airport (Spinks) Staff discussed initiation of a Wildlife Hazard Assessment (WHA) with the Texas Department of Transportation Aviation Division (TxDOT). A WHA is conducted by a qualified wildlife biologist and is designed to increase safety and gain valuable information about wildlife at airports. These studies typically include identification of the wildlife species on or near the airport, their numbers, locations, local movements and seasonal patterns. The study will also include the location of features on or near the airport that attract wildlife and a description of wildlife hazards to aircraft operations. The WHA will lead to the creation of a Wildlife Hazard Management Plan (WHMP) which addresses the Logname: 55FWS WILDLIFE HAZARD ASSESSMENT (STUDY) Page I of 2 responsibilities, policies and procedures necessary to reduce wildlife hazards at Spinks. TxDOT has offered a grant to cover 90 percent of the $100,000.00 required to conduct the WHA. The City will match the remaining 10 percent in the amount of$10,000.00 from the Municipal Airports Fund. AVIATION ADVISORY BOARD APPROVAL - The Aviation Advisory Board recommended approval of this action on September 17, 2015. Fort Worth Spinks Airport is located in COUNCIL DISTRICT 6. FISCAL INFORMATION / CERTIFICATION: The Fiscal Year 2015 Budget for Spinks Airport included appropriations in the amount of$765,058.00. As of September 10, 2015, $622,397.00 have been expended.
