HomeMy WebLinkAboutResolution 4521-09-2015 A Resolution NO. 4521-09-2015 SUPPORTING THE FORT WORTH POLICE DEPARTMENT'S PARTICIPATION IN THE NATIONAL INITIATIVE FOR BUILDING COMMUNITY TRUST AND JUSTICE WHEREAS, the National Initiative for Building Community Trust and Justice ("Initiative") is designed to improve relationships and increase trust between communities and law enforcement agencies; WHEREAS, the Initiative aims to advance public and scholarly understanding of issues contributing to the relationships between communities and law enforcement agencies; WHEREAS, the Initiative will operate as a collaborative effort between the National Network for Safe Communities, through John Jay College, the Center for Policing Equity at the University of California, Los Angeles, the Justice Collaboratory at Yale University, and the Urban Institute; WHEREAS, the collaborative approach will provide an increased opportunity to identify and solve problems to transform the community and improve public safety; WHEREAS, researchers will use evidence-based research to explore, advance, assess, and disseminate information intended to enhance procedural justice, reduce implicit bias, and support racial reconciliation; WHEREAS, the Initiative will involve several components, including establishing an information clearinghouse, conducting scholarly research, providing training for police officers on procedural justice and implicit bias, conducting community surveys, and developing strategies to enhance procedural justice, reduce implicit bias, and support reconciliation; WHEREAS, the City of Fort Worth was selected as a pilot site for the Initiative due to its demonstrated commitment to encouraging diversity, its willingness to engage in community policing, and the demonstrated capacity of City officials, law enforcement agencies, and community members to engage, evaluate, and improve upon law enforcement and community relations; WHEREAS, the City of Fort Worth strives to provide quality law enforcement services in partnership with the community to create a safe environment for the citizens of Fort Worth; rk ORT WORT WHEREAS, the City of Fort Worth, in its commitment to provide exceptional law enforcement services, desires to participate in the Initiative to improve upon the existing, amicable relationships between law enforcement and the community; WHEREAS, the City of Fort Worth's participation in the Initiative will provide the Fort Worth Police Department with new, innovative techniques in community policing and encourage increased collaboration, trust, and respect between the Fort Worth Police Department and the community to enhance community safety and effective policing. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: 1. The City Council supports the Fort Worth Police Department's participation in the National Initiative; and 2. The City Council designates the Assistant City Manager for the Police Department as the individual with authority to execute an agreement related to the Fort Worth Police Department's participation in the National Initiative on behalf of the City of Fort Worth.
