To add or make revisions , please call the City Manager's Office, 870-6140, before 3:00 P.M. , Friday, December 19, 1986 The purpose of the Pre-Council Conference held prior to a regular City Council Meeting is to allow the Mayor and Counci lmembers to discuss infor- mally items on the agenda and to secure information from the City Manager and the staff. Although the meeting is open to the public, citizens are requested to reserve comments and questions for the subsequent Council meeting so they will be a part of the public record. ���LV1 ZTTEX. PRE—COUNCIL MEETING �+ PRE—COUNCIL CHAMBERS RECEIVE December 22, 1986 s�l •, ' offt ABSENT:None. ITEMS 1. EQUESTRIAN CENTER (M&C-10039) - Ruth Ann McKinney, Assistant City Manager. City Manager Harman stated that the staff would address the Council's request to be kept informed by providing a monthly report on the contract. Similar contract information would also be provided to Council on complicated matters. Mayor Pro Tem Williams asked whether the Staff had gone back to 1985, 1984, and 1983 in making this comparison. If so, he asked what would be the percentage increase. The Mayor and Ms. McKinney stated that the figures that he requested were listed in the Moore study. Councilman Lancaster stated that after Saturday's meeting he felt that Mr. John Justin, Jr. would raise the $4.5 million needed. He said that this was a tremendous strain on the former Mayor and that Fort Worth had to uphold its Western tradition. Mr. Justin stated that he still had a $2.5 million short fall, but that he was as confident as he could get that he could raise the additional $2.5 million. Mayor Pro Tem Williams stated that he felt the same way that Councilman Lancaster did. Saturday's meeting and the conversation that he had had with the City Manager convinced him. Mr. Justin stated that five to 10 years from now this facility would be one of the greatest things here. Mayor Bolen stated that Fort Worth is known for private sector donations nationwide and that we look to continue the animal and horse heritage that we have. Mayor Pro Tem Williams asked whether it would be cheaper to install the arena seats at the same time that the construction is being made, versues installing them, after construction. Mr. B. Don Magness stated that it would be both easier and cheapier if the City installed the seats at. the same time that it constructed this facility. The City Manager stated that the City was committed to performing this work in a feasible and cost effective manner. In light of the fundraising drive, some items would be installed/delayed. Mayor Pro Tem Williams asked whether the City could generate funds other than charging for parking at the cultural facilities such as the Amon Carter facility. He felt that a parking fee would harm low income people. The Mayor commented that the facility was considering an admission fee if a parking fee was not considered. t n Because of diffilculty resolving differences, Council requested that the garage issue stand alone to determine whether a means to satisfy the Bond Council could be made. 2. AWARD OF CONSTRUCTION MANAGEMENT CONTRACT IN THE MUNICIPAL BUILDING, THIRD FLOOR COMPLETION (M&C C-10023) - David A. Ivory, Senior Assistant City Manager Mr. Gary Santerre, Director of Transportation/Public Works and the Architect Firm for this project, made a presentation to Council. This plan would eventually amount to reducing current space from $100 to about $32 per square inch. 3. APPROVAL OF ARTICLES OF INCORPORATION FOR FORT WORTH CULTURAL DISTRICT COMMITTEE (M&C G-6905) - Councilman William Garrison asked as he did last week that this item be continued.
