HomeMy WebLinkAboutOrdinance 21912-09-2015 ORDINANCE NO. 21912-09-2015 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AIRPORT GRANTS FUND IN THE AMOUNT OF $100,000.00 SUBJECT TO RECEIPT OF THE GRANT FROM THE TEXAS DEPARTMENT OF TRANSPORTATION, AVIAITON DIVISION, FOR THE PURPOSE OF FUNDING A WILDLIFE HAZARD ASSESSMENT PROJECT AT FORT WORTH SPINKS AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Airport Grants Fund in the amount of$100,000.00 subject to receipt of the grant from the Texas Department of Transportation, Aviation Division, for the purpose of funding a Wildlife Hazard Assessment Project at Fort Worth Spinks Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. DISCUSSION: On September 1, 2015, the Fort Worth Spinks Airport (Spinks) Staff discussed initiation of a Wildlife Hazard Assessment (VVHA) with the Texas Department of Transportation Aviation Division (Tx[}{}T). /\ VVHAioconducted by a qualified wildlife biologist and is designed to increase safety and gain valuable information about wildlife etairports. These studies typically include identification of the wildlife species on or near the a/rport, their numbers, /000bona. local movements and seasonal patterns. The study will also include the location of features on or near the airport that attract wildlife and a description of wildlife hazards to aircraft operations. The VVHAvvi|| lead to the creation of Wildlife Hazard Management Plan (VVHK8P) which addresses the l.ogunoze: 55}zWS WILDLIFE HAZARD ASSESSMENT (STl]DY) 9ngc I of responsibilities, policies and procedures necessary to reduce wildlife hazards at Spinks. TxDOT has offered a grant to cover 90 percent of the $100,000.00 required to conduct the WHA. The City will match the remaining 10 percent in the amount of$10,000.00 from the Municipal Airports Fund. AVIATION ADVISORY BOARD APPROVAL -The Aviation Advisory Board recommended approval of this action on September 17, 2015. Fort Worth Spinks Airport is located in COUNCIL DISTRICT 6. FISCAL INFORMATION /CERTIFICATION: The Fiscal Year 2015 Budget for Spinks Airport included appropriations in the amount of$765,058.00. As of September 10, 2015, $622,397.00 have been expended.
