AN ORDINANCE CHANGING THE NAME OF CASS STREET
BETWEEN RAMEY AVENUE AND FITZHUGH AVENUE TO
ROBERT HUGHES STREET; MAKING THIS ORDINANCE
CUMULATIVE OF ALL OTHER ORDINANCES AFFECTING
STREET NAMES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS;
SECTION 1.
That the name of Cass Street, located between Ramey Avenue and Fitzhugh
Avenue; as more specifically depicted in Exhibit "A" attached hereto and incorporated
herein by reference, be and the same is hereby changed to Robert Hughes Street.
SECTION 2.
That this ordinance shall be cumulative of all other ordinances affecting the
names of streets in the city of Fort Worth except insofar as it may be in conflict with the
provisions of those ordinances, in which instance they are expressly repealed.
SECTION 3.
That this ordinance shall take effect upon adoption.

It is proposed that the City Council:
1. Authorize the City Manager to initiate a street name change for the portion of Cass Street adjacent to
Dunbar High School, north of Fitzhugh Avenue and south of Ramey Avenue, to Robert Hughes Street;
and
2. Waive the fee for the application in the amount of$700 and the associated fees for replacing the street
signs in the amount of$1300.00.
DISCUSSION:
Resolution 3253-09-2005 allows the City Council to name city facilities after living individuals in limited
circumstances. The individual must have made an extraordinary contribution for the betterment of all Fort Worth.
IT has been proposed that a portion of Cass Street adjacent to Dunbar High School,north of Fitzhugh Avenue and
south of Ramey Avenue,to Robert Hughes Street, as depicted on the attached map.
Robert Hughes, Sr. career began at Fort Worth I.M. Terrell High School 1958-73. His teams had a 373-84 record
and won three PVIL state championships in 1963, `65 and `67. After segregation ended, the school shut down.
Coach Hughes then served as basketball coach for Dunbar High School from 1973 to 2005. Coach Hughes retired
as the all-time winningest high school coach in the nation with 1,333 wins. At Dunbar Coach Hughes won five
state championships, multiple conference championships while changing the lives of many students throughout
Dunbar and all around the Fort Worth area. Hughes was named the NHSCA National High School Coach of
the Year (2003) and recipient of the Morgan Wootten Lifetime Achievement Award (2010). He has been
inducted into the Texas Basketball Hall of Fame (1993) and High School Basketball Hall of Fame
(2003). His son, Robert Hughes Jr. is the current coach at Dunbar High School.
In order to waive the fees,the City Council should make the two (1)that the waiver carries out a public purpose;
and (2) that there are sufficient controls to ensure that the public purpose is carried out. Given the legacy of
Robert Hughes in Fort Worth, the street name change and fee waiver are appropriate and serve a public purpose.
If approved TPW will replace the streets signs,ensuring that the public purpose is carried out.
The process for implementing the street name change will include notification of the affected property owners
prior to City Council action and a Mayor and City Council Communication to confirm the street name change
after that public notification period has occurred.

NOTICE OF PROPOSED STREET NAME CHANGE
Existing Cass Street to Robert Hughes Street
Case No. SN-15-001
The City of Fort Worth City Council has proposed to change the name of Cass Street between
Ramey Avenue and Fitzhugh Avenue, to Robert Hughes Street at the date and time indicated
be low:
September 15, 2015 at 7 pm in the City Council Chamber on the 2nd Floor, 1000
Throckmorton Street
If the proposal is adopted, the street name will change from Cass Street to Robert Hughes
Street. A map exhibit is attached, showing the limits of the proposed street name change.
This notice is intended to inform abutting property owners and other interested parties of the
proposed street name change and scheduled meeting. You are invited to attend the City
Council meeting and express an opinion relative to the proposed change in street name.
This is not a summons to appear at the meeting. If you cannot attend, you may submit your
comments by email to mirian.spencer(rzfortworthtexas ;cry or in writing to the Transportation
and Public Works Department, Transportation Development Division, ATTN: Mirian Spencer,
Senior Planner, Municipal Building, Fort Worth, Texas, 76102, prior to the hearing date. All

RECOMMENDATION:
It is recommended that the City Council adopt the attached ordinance changing the name of Cass Street
between Ramey Avenue and Fitzhugh Avenue to Robert Hughes Street.
DISCUSSION:
On June 16, 2015, the City Council approved Council Proposal No. 303 which authorized the City
Manager to initiate a street name change for the portion of Cass Street between Ramey Avenue and
Fitzhugh Avenue to Robert Hughes Street as shown in the attached location map (Exhibit A). The City
Council also waived the fees and associated costs of the requested name change.
The project material cost is $1,075.00 and staff labor cost is $1,200.00 for a total project cost of
$2,275.00. Staff will use operation and maintenance funds to cover costs. Upon completion of the
project, there will be no additional annual operating impact to the Transportation and Public Works
Department operating budget. The City Council waived the application fee of$700.00 and street sign
replacement fees of$1,300.00.
Notice of the proposed street name change was sent on August 10, 2015 to adjacent property owners
along both sides of the street as well as to all registered neighborhood organizations within 1/4 mile. A
copy of the notice is attached as Exhibit B.
The Fire Department supports this street name change request.
This project is located in COUNCIL DISTRICT 5.
FISCAL INFORMATION /CERTIFICATION:
The FY2015 Red-Light Enforcement Fund budget includes appropriations of$1,671,208.00 in the Traffic
Safety Signs and Markings Division. As of August 28, 2015, the amount of$1,310,051.00 has been
expended. The Financial Management Services Director certifies that upon approval of this
recommendation, funds are available within existing appropriations for expenses associated with this
ordinance in the Red-Light Enforcement Fund.
