AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $40 000
FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT
WITH TURNER COLLIE & BRADEN, INC TO COMPLETE THE CONCEPTUAL
DESIGN FOR LANHAM PLAZA, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-
2005 and in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $40,000 from available funds for the purpose of
funding a contract with Turner Collie & Braden Inc. to complete the conceptual design for Lanham
Plaza.
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 16061 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

RECOMMENDATION
It is recommended that the City Council
1 Apply for and accept a $40 000 grant from the U S General Services Administration (GSA) to
complete the conceptual design for Lanham Plaza,
2. Authorize an amendment to the Lanham Plaza license agreement between the City and GSA to
specify that the donation shall be used to complete the conceptual design
3. Authorize the City Manager to enter into a contract with Turner Collie & Braden Inc. for an amount not
to exceed $40 000 to complete the conceptual design for Lanham Plaza, and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $40 000 from available funds
DISCUSSION
The proposed Hyde Park Transit Plaza at the intersection of Ninth and Throckmorton Streets is a
collaborative effort by the City the Fort Worth Transportation Authority (the T) GSA and Downtown Fort
Worth Inc. The Hyde Park and Ninth Street Advisory Committee chaired by Councilmember Wendy Davis,
oversees the project. The project partners are working to improve and integrate currently underused and
disconnected public spaces at the historic Hyde Park site including Lanham Plaza (formerly known as
Federal Plaza) a City-owned park located along the west side of Throckmorton Street adjacent to the Fritz
G Lanham Federal Building
On November 11 2003 (M&C C-19848) the City Council authorized a joint contract with the T and Turner
Collie & Braden Inc. (TCB) for the planning design and engineering of the Hyde Park Transit Plaza. The
contract's scope of work focused on improvements east of Throckmorton and did not include the design of
Lanham Plaza. At that time GSA was engaged in a separate but related design effort for Lanham
Plaza. Lanham Plaza is an integral component of the Hyde Park Transit Plaza project and is part of GSA's
national effort to improve public spaces around federal buildings On June 19 2001 (M&C L 13080) a
license agreement authorized by Council allows GSA to sponsor the design and construction of
improvements to the City-owned park.
Although a separate design. process for Lanham Plaza was underway the Hyde Park and Ninth street

advisory committee asked City and GSA staff to explore ways to effectively connect Lanham Plaza with the
remainder of Hyde Park. Accordingly TCB included Lanham Plaza in preliminary conceptual design
drawings in order to illustrate the benefits of a unified design approach for all of the spaces within the Hyde
Park area, including Lanham Plaza.
The advisory committee and GSA officials expressed support for a unified design concept that successfully
integrated Lanham Plaza with the rest of the Hyde Park Transit Plaza. GSA subsequently offered to donate
$40 000 to complete TCB's conceptual design work for Lanham Plaza, and to seek additional resources in
future budget years for final design and construction. GSA s commitment is consistent with the terms of the
license agreement.
Major terms of the Lanham Plaza license agreement between the City and GSA include
License for the use of Federal Plaza Park" (now Lanham Plaza) for twenty years at $1 00 a year
Authorization for the renovation and development of the plaza in conjunction with the overall development
plans for the Hyde Park Downtown Public Square (now Hyde Park Transit Plaza)
Right to contract concessions and manage reservations for special events or programs and
Right to maintain and provide security for the premises or fund such services
This M&C authorizes a minor amendment to the license agreement specifying that the $40 000 donation
from GSA will be used to complete Lanham Plaza s conceptual design City staff and the TCB design team
will work with GSA officials to ensure that the final conceptual design is supported by all of the project
partners and the advisory committee
This M&C will also authorize a new contract with TCB for Lanham Plaza s conceptual design for a fee not
to exceed $40 000 City staff recommends executing a new contract rather than amending the existing
contract. As mentioned above the City and the T jointly executed the existing Hyde Park Transit Plaza
design contract with TCB The T is not party to the license agreement with GSA and accordingly the T
and City staff recommend a separate design contract between the City and TCB for Lanham Plaza.
Hyde Park was originally conceptualized during the 1999 study of the Intermodal Transportation
Center The study recommended dispersing bus transfer activity throughout Downtown and identified Hyde
Park at the intersection of Ninth and Throckmorton Streets as the most promising location for a transit
plaza. Since 1999 the City the T GSA and Downtown Fort Worth Inc. have worked together to secure
funding and to design the proposed transit plaza.
A waiver of the MlWBE subcontracting requirements was requested by the Planning Department and
approved by the M1WBE Office due to extenuating circumstances on this project.

The Finance Director certifies that upon adoption of the attached appropriation ordinance funds will be
available in the current operating budget, as appropriated of the Grants Fund
