AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE MUNICIPAL AIRPORTS FUND IN THE AMOUNT OF $2$1,411,00, FROM
AVAILABLE FUNDS, FAR THE DEM~LITIQN AND ASBESTOS ABATEMENT OF 18
PROPERTIES ADJACENT T4 FORT WQRTH ALLIANCE AIRPORT; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE aF PRIER
ORDINANCES AND REPEALING ALL PRIER ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY 4F FART WQRTH, TEXAS:
SECTION 1.
That in addition to thase amounts allocated to the various City departments for Fiscal Year 2009-2010 and
in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in
the Municipal Airports Fund in the Amount of $281,411.00, from available funds, for the demolition and
asbestos abatement of 18 properties adjacent to the For# Worth Alliance Airport.
SECTION 2.
That should any por#ion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or pars of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.18809 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption,

SUBJECT:
Authorize Execution of a Contract with Intercon Environmental, Inc., in the Amount of $281,4?1.00 for
Demolition and Asbestos Abatement Services for 18 Structures Adjacent to Fort Worth Alliance Airport and
Adept Supplemental Appropriation grdinances
RECOMMENDATION:
1. Authorize the use of revenue derived from gas well drilling on City-owned airports in the amount of
$281,411.00 for the demolition and asbestos abatement of 18 properties adjacent to Fort Worth Alliance
Airport;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Airports Gas Lease Project Fund in the amount of $281,411.00, from available funds;
3. Authorize the transfer of $281,471.00 from the Airports Gas Lease Project Funds to the Municipal
Airports Fund;
4. Adept the attached supplemental appropriation ordinance increasing estimated receipts and
appropriations in the Municipal Airports Fund in the amount of $281,411.00 from available funds; and
5. Authorize the City Manager to execute an agreement with Intercon Environmental, Inc., in the amount
of $281,411.00 for demolition and asbestos abatement services for 18 properties adjacent to Fort Worth
Alliance Airport.
DISCUSSION:
qn March 23, 1993 the City Council adopted the Federal Aviation Regulation Part 150 Noise Study for
Fort Worth Alliance Airport. The Noise Study program consisted of fee simple acquisition of 11 tracts of
land within the 65 LDN. To date, the City of Fort (North has purchased ten properties with grant funds
and the remaining properties were purchased from non-federal sources. To eliminate any future
incompatible use, the 18 properties are being cleared of the improvements and incorporated into the
airport boundary for future possible development.
Bids for the demolition were advertised in the Fort Worth_Star-Telegram on May 1 l and May 24, 2009.
The following firms submitted bids on June 11.2009:

The proposals were evaluated based on apre-determined combination of qualitative and quantitative bid
point} measures. These measures included, but were not limited to, the evaluation of previous work
experience, qualifications of personnel, contractor capabilities, cost and subcontractors. Based on the total
point distribution of the pre-determined measures, Intercon Environmental met all the requirements with a
bid of $281,411.00.
Intercon Environmental, Inc. is in compliance with the City's MIVVBE Program by committing to 14 percent
MIVIIBE participation on this project. The City's goal on this project is 10 percent.
The Environmental Management Department and will oversee this asbestos removal and demolition
project for the Aviation Department.
Work on the asbestos removal and demolition project is expected to begin in November 2009.
The project is physically located in COUNCIL DISTRICT 2.
FISCAL INF~RMATIgN I CERTIFICATION:
The Financial Management Services Director certifies that upon adoption of the attached supplemental
appropriation ordinance, funds wi11 be available in the current operating budget, as appropriated, of the
Municipal Airports Fund.
