AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $90 000 SUBJECT TO RECEIPT OF THE
GRANT FROM THE U S ENVIRONMENTAL PROTECTION AGENCY FOR THE
PURPOSE OF FUNDING THE COLLABORATIVE COMMUNITY ACTION FOR A
RENEWED ENVIRONMENT PROGRAM IN THE ENVIRONMENTAL MANAGEMENT
AND PUBLIC HEALTH DEPARTMENTS, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES IN CONFLICT HEREWITH• AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-2005 and
in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $90 000 subject to receipt of the grant from the U S Environmental
Protection Agency for the purpose of funding the collaborative Community Action fora Renewed
Environment program in the Environmental Management and Public Health Departments
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction, such decision opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 16061 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

Authorization to Apply for a Grant from the Environmental Protection Agency Accept, if Awarded
the Community Action fora Renewed Environment Program Grant and Adopt Appropriation
Ordinance
RECOMMENDATION
It is recommended that the City Council:
1 Authorize the City Manager to apply for and accept a grant, if awarded from the U S Environmental
Protection Agency in the amount of $90 000 for the Community Action for a Renewed Environment
program
2. Adopt the appropriation ordinance increasing estimated receipts and appropriations up to $90 000 in
the Grant Fund subject to receipt of the funds.
DISCUSSION
The departments of Environmental Management and Public Health are proposing a collaborative project to
the U S Environmental Protection Agency (EPA) for its Community Action for a Renewed Environment
(CARE) program.
The CARE program was developed by the .EPA in response to community requests for help in addressing
toxic concerns and in recognition of the need for new approaches to help communities address toxic
concerns. While national regulatory approaches have resulted in significant reductions in toxic releases,
they have not always been effective. in addressing specific community concems and cumulative risks
resulting from toxic releases from multiple and often diffuse sources. CARE is designed to complement
national regulatory approaches and meet community needs by building the capacity of communities to
understand and take effective actions to address toxic concerns resulting at the local level. Through CARE,
organizations will build community capacity to understand and reduce risks by providing funding
information training technical support, help building collaborative partnerships and by improving access to
vo{untary programs to address community concerns.
Environmental Management and Public Health are proposing a pilot project to focus on residents in the
more heavily industrialized areas of north Fort Worth The initial boundary of the pilot project is State
Highway 199 on the west, Loop 820 on the north Interstate 35W on the east and Interstate 30 on the south,
although this boundary may be refined after further study following the grant award. Community resources
will be employed to bring together stakeholders to develop an understanding of the community's
environmental and health concerns. Assessment surveys and public outreach will be conducted and results
entered in the Geographic information System to be analyzed along with environmental factors present in
the area. Procedures will be put in place to ensure the privacy of participants.
Results obtained from the study will be used to assist the City and community stakeholders in developing

programs in the future to reduce exposure to toxins.
This grant application is for the period of October 1 2005 through September 30 2007
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, adoption of the
.appropriation ordinance and execution of a grant contract, funds will be avai{able in the current operating
budget, as appropriated, of the Grants Fund.
