HomeMy WebLinkAboutOrdinance 16639-10-2005Ordinance No j t„ ~ 3~1 _l ~ '-~::~~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $95 000 SUBJECT TO RECEIPT OF THE GRANT FROM THE NATIONAL INSTITUTE OF JUSTICE, FOR THE PURPOSE OF FUNDING TRAINING AND EQUIPMENT IN THE CRIME LAB FOR THE POLICE DEPARTMENT MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-2006 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $95,000 subject to receipt of the grant from the National Institute of Justice, for the purpose of funding training and equipment in the crime lab for the Police department. SECTION 2 That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void for any reason by a court of competent jurisdiction such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APPROVED AS TO FORM AND LEGALITY Assistant City Attor ey ADOPTED AND EFFECTIVE. ~C~b~ r- I ~ ~ ~OJr City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION Approved on 10/11/2005 Ordinance No 16639-10-2005 DATE Tuesday October 11 2005 LOG NAME 35COVERDELL 05 REFERENCE NO *G-14953 SUBJECT Authorize Application for and Acceptance of a Grant from the National Institute of Justice for the Crime Lab and Adopt Appropriation Ordinance RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to apply for and accept a grant from the National Institute of Justice (NIJ) for the Crime Lab in the amount of $95 000' and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants fund by $95 000 DISCUSSION The 2005 NIJ Paul Coverdell Forensic Science Improvement Program offers funding for states and local governments to improve the quality and timeliness of forensic science and/or to eliminate backlogs in the analysis of forensic evidence including controlled substances, firearms examination latent prints, toxicology and trace evidence The police department identified training and equipment needs in the Crime Lab and developed a grant proposal for $95 000 This proposal includes $41 557 00 for Crime Lab personnel to attend technical training and professional development in a variety of forensic subjects including firearms examination, latent print development, etc. Also included is $50 505 00 to purchase equipment for firearms examination and a MIDEO imaging system The MIDEO system will be used by the Evidence Screening Unit to digitally record information about evidence such as blood stained clothing crime scenes, drugs, firearms and latent prints Funds are also budgeted for a quality assurance audit of the Crime Lab FISCAL INFORMATION/CERTIFICATION The Finance Director certifies that upon approval of the above recommendations, and adoption of the attached appropriation ordinance funds will be available in the current operating budget, as appropriated of the Grants Fund TO Fund/AccountlCenters FROM FundlAccount/Centers GR76 451371 035453059000 $95,000.00 GR76 5(VARIOUS) 035453059010 $95,000.00 Submitted for City Manager's Office by: Originating Department_Head.
