The Meeting ends at 9:50 a.m. To add or make revisions, please call the City Manager' s Office, 870-6140, before 3:00 p.m., Monday, November 14, 1988 THE PURPOSE OF THE PRE-COUNCIL CONFERENCE HELD PRIOR TO A REGULAR CITY COUNCIL MEETING IS TO ALLOW THE MAYOR AND COUNCIL MEMBERS TO DISCUSS INFORMALLY ITEMS ON THE AGENDA AND TO SECURE INFORMATION FROM THE CITY MANAGER AND THE STAFF. ALTHOUGH THE MEETING IS OPEN TO THE PUBLIC, CITIZENS ARE REQUESTED TO RESERVE COMMENTS AND QUESTIONS FOR THE SUBSEQUENT COUNCIL MEETING SO THEY WILL BE A PART OF THE PUBLIC RECORD. a�tlC RECDRD CITY SECRETARY Ohl f T. WDRTH, TEX. PRE-COUNCIL MEETING NOVEMBER 15, 1988 PRE-COUNCIL CHAMBERS 8:30 A.M. ITEMS: 1. Questions/Answers Concerning Current Agenda Items - Douglas Harman, City Manager None. 2. Status Reprt on West Lancaster Street Project in Cultural District - Gary Santerre, Transportation and Public Works Director Mr. Santerre reviewed with Council the recommendations for design options for Lancaster street. The plan adopted will allow for a median and turning cut outs. 3. Rental Subsidy Demonstration Program (I. R. No. 7333) - Ramon Guajardo, Assistant City Manager Mr. Guajardo explained Council Policy 133 which outlines the program for the first part of 1989. The program will allow the City to follow general guidelines of Section 8 but will allow the City to revoke a tamily's eligibility it the family does not make any attempts to improve its economic condition. The program will target 100 families in one or two locations. It will also attempt to establish support systems to assist in such areas as child care. Mr. Guajardo stated the Statt will monitor the program with direction from the Council. It is proposed that $622,80U in Community Development Block Grant Program funds be used for the payment of the subsidies for a two year period. 4. Brieting on New Pre-Council Chamber - Pat Svacina Mr. Svacina introduced Council to the new pre-council chambers and its features. 5. Update on Pesses Chemical Company Supertund Site (I. R. No. 7334) - Rick Hay, Assistant to the City Manager Mr. Hay outlined the Environmental Protection Agency's proposed alternatives to cleaning the Pesses Site. 1. No action 2. In-Situ Capping 3. In-Situ Vitritication with Capping 4. In-Situ Stabilization with Capping 5. Excavation, Onsite Stabilization with Consolidation in South Field and Capped 6. Onsite Stabilization with Ottsite Removal 7. In-Situ capping with Building Demolition Statt recommends #5 which will allow the north portion of the site to have no restriction placed on building and will consolidate all the contaminated material on the south portion of the site which currently has no buildings nor does it appear large enough to support suture development.
