1. Affordable Housing (C. P. No. I33) - Councilman Louis Zapata
Mr. Zapata introduced a policy proposal outlining the need for a new program to
help provide affordable housing. A problem now exists due to the tact that
there are increasing numbers of families in need of such accomodations, but
fewer and fewer units available.
The proposal is for the Council to establish a new housing program which will
provide housing assistance and at the same time provide families with the
opportunity to move closer to self-sutticiencv. The new program would be
patterned atter the Federal Section 8 Certificate and Voucher programs, but
could include local requirements which would address Fort Worth's special needs.
3. Fort Worth Zoo Primate and Rhino/Giraffe Exhibits (M&C G-7777 ) - Ralph
Emerson
Ace Torres presented a model of the work to be done at the zoo. Mr. Torres also
outlined the procedure through which the Park Board went in order to complete
their appraisal of the new plan.
The construction of the exhibits will be funded through an endowment; the
revenue from which will be redirected into the maintenance of the exhibits.
4. Ouestions/Answers Concerning Current Agenda Items - Douglas Harman, Citv

5. I-35 South Construction Issues - Garv_ Santerre, Director, Transportation and
Public Works
Mr. Santerre brought the Council up to date on the construction of I-35 South.
He stated that atter discussions with the State Highway Department, they had
agreed to rearrange the schedule so that an exit which could be used to enter
Towne Center Shopping Center would be opened by November 15, 1988.

6. "Buv Fort Worth" Campaign (I. R. No. 7327 ) - Ann Divelev, Assistant Director,
Economic Development
Ms. Divelev explained a new campaign which will attempt to educate the public of
the need to shop in Fort Worth in order to support the local economv. The
educational campaign will stress the importance of the retail sales tax to the
Citv`s budget. She explained that approximately one titth of the annual revenue
for the Citv_ comes from the retail sales tax and that it people will buv in Fort
Worth, when possible, they will be helping the Citv to continue to provide
services and possiblv to keep the property tax from being raised.
Mayor Bolen suggested that maior retailers, such as the mall managers, be
contacted in order to get their input and encourage them to get involved in the
campaign.
Councilmember Williams stated that the local retailers must also remember their
responsibility in providing quality merchandise at competitive prices.
7. Change in City_ Council meeting of December 6, 1988 - Ruth Howard, Citv
Secretary
The December 6, 1988 meeting has been cancelled due to a schedule conflict with
several Councilmembers. The evening meeting for the month of December will be
held on Thursdav, December 8, 1988. No pre-council meeting will be held that
week.
The Council also cancelled the regular Council meeting on December 27, 1988.
There will be no meeting held for the week of December 26, 1988, in observance
of the Christmas Holiday.
