ITEMS:
1.Proposed Park and Recreation Fees (M&C G-7732) - Ralph Emerson. Park and
Recreation Director
Mary Rogers appeared to explain the tee package adopted by the Park and
Recreation Advisory Board.
Ralph Emerson, Park and Recreation Director. explained that the new tee package
includes an increase in the Zoo admission prices. A child's ticket (3-12 voa)
will be S1.UO; 13 years of age and up will be S3.UO. The Zoo is also initiating
a new program in which the price of admission will be 50% less during_ the hours
of 9:00 A.M. to 10:00 A.M. . including Saturdays and Sundays.
2. Review of Proposed Budget Adoption
a.) Actions Necessary to Adopt Proposed Budget - Charles Boswell, Director,
Ottice of Management Services
Mr. Boswell distributed and explained material which summmarized the proposed
budget and two options for the setting of the tax rate. Option 1 would set the
tax rate at .8486, and would cover expenses but would not allow for anv
reserves. Option 2 would set the tax rate at .8560 and would allow for an
approximate S1 million surplus.
The City Manager's Ottice is recommending that the Council adopt Option #2
setting the tax rate at .8560.
b. ) Status Report and Policv Considerations Regarding City Reserves (I.R. No.
7320) - Charles Boswell, Director, Ottice of Management Services
Judson Bailitt explained the reserve Lund status and the importance of the Lund
status on Fort Worth's bond rating.
Councilmember Lancaster auestioned the need to increase reserve funds in tight
economic times. Mr. Bailitt answered that tight economic times call for greater
reserve levels than in less ditticult times.
3. Extension of Meacham Boulevard over the Burlington Northern Railroad Yard !
I.R. No. 7319) - Gary Santerre, Director, Transportation and Public Works and
Gordon Switt, Consulting Engineer, Inc.
Did not attend.
4. Purchase of Supportive Services for Emplovment and Training Programs (M&C P-
2789 - held over from a previous week and I. R. No. 7321) - David Newell,
Chairman, Private Industry Council and Richard Sapp, Director. The Working
Connection
Mr. Newell explained the broker system used for the delivery of child care
services and why it should be adopted this vear as it had been last vear.
Councilmember Webber stated that it was obvious that progress had been made and
that she had no further objections to the system.
5. 1989 Legislative Program - Legislative Policv Proposals 20 through 25 (M&C G-
7736) - Charles Boswell, Director, Ottice of Management Services
Mr. Boswell distributed and explained policv proposals 20 through 25. Policv
#20 authorizes an Omibus position for Citv Statt ; 21-25 deal with finance issues
and investment auestions.
