The Pre-Council Meeting is scheduled to end at 9:45 a.m.
THE PURPOSE OF A PRE-COUNCIL MEETING HELD PRIOR TO A REGULAR CITY COUNCIL
MEETING IS TO ALLOW THE MAYOR AND COUNCIL MEMBERS TO INFORMALLY DISCUSS
ITEMS ON THE AGENDA AND TO SECURE INFORMATION FROM THE CITY MANAGER AND
THE STAFF.ALTHOUGH THE MEETING IS OPEN TO THE PUBLIC,CITIZENS ARE REQUESTED
TO RESERVE COMMENTS AND QUESTIONS FOR THE SUBSEQUENT COUNCIL MEETING SO
THEY WILL BE A PART OF THE PUBLIC RECORD.

FOR APRIL 15 , 1992 CITY MANAGER ' S STAFF MEETING
PRE-COUNCIL
1 . Ad Valorem Tax Exemption Policies and Practices ( I . R . No.
7597)
SUMMARY: Staff presented informal report to Council on
above. Last day City Council may change the various local
option homestead exemptions in order to impact the 92' - ' 93
budget is April 30, 1992 .
2. Downtown Fort Worth Inc. Master Plan
SUMMARY: Requesting $67 ,000 from City to fund portion of
plan for downtown Fort Worth. Last plan was done in 1982.
COUNCIL : Unanimous support for work Downtown Fort Worth Inc.
has done in downtown area. Mayor receives a lot of positive
remarks on how good our downtown looks .
3. Garbage and Recycling Collection Services ( I .R . No. 7598)
SUMMARY : I . R . was included in Council package.
COUNCIL: McCray indicated Council had requested staff to
prepare an M&C including Option C as service providers with
possibility of Option D in the future. Chappell asked that
contract include a high performance bond and a good faith
effort to place Fort Worth employees . Silcox requested that
they also meet the DBE requirements and indicated one company
was making a good faith effort to go beyond DBE requirements
and contract 50% of services to DBE contractors.
4. Presentation by Film Commission of North Texas

different cities . Cfty of Irving has proposed Greater Dallas-
Film Commission plan to be funded by Irving and Dallas .
Director prefers to maintain the existence of the Film
Commission of North Texas, however, funding is limited.
5. Hiring of Executive Search Firm
SUMMARY: Staff reported several unsolicited proposals
had been received.
COUNCIL : Chappell suggested that they hire Paul Ray Jr .
since he did a good job in the past and knows Fort Worth .
McCray asked if there really was a need to rush on this and
Mayor responded that this is a long process lasting an
average of 6 mos . Council agreed to go with Paul Ray Jr .

2. Zoning Hearing
a. Zoning Docket No. Z-92-016 Williams Investment Co. delayed
to May 12 by Ms . Webber .
b. Zoning Docket No. Z-92-019 delayed 1 wk. per Hospital
District' s request to insure property is properly transferred
to District before rezoning.
3. Citizen Presentations
a. Pat Taylor - Has Plan for stopping leak at library and
does not feel Mayor is doing right on the Cable Board.
4. Terry Boggs - Supports the Community Patrol Officers Program.
Representing -ACT.
5. Paul j�jx)eQ. - Agamst-Analuding "sexual orientation" -as a
protected class on housing regulations.
6. Jean Gross - Frustrated by process involved in getting
residences off of the HC designation.
T. Mary Mitchell - Feels HC designation of her property violates
her civil rights to do as she wishes with property and she
should not have to pay to get her freedom.
8. Chip Dionno - Invited Council to participate in Mental Health
Vigil to be held on May 5 and May 6.
9. Mary Zuber - Asked for clarification on status of Community
Patrol Officers Program.
