THE PURPOSE OF A PRE-COUNCIL MEETING HELD PRIOR TO A REGULAR CITY COUNCIL
MEETING IS TO ALLOW THE MAYOR AND COUNCIL MEMBERS TO INFORMALLY DISCUSS
ITEMS ON THE AGENDA AND TO SECURE INFORMATION FROM THE CITY MANAGER AND
THE STAFF.ALTHOUGH THE MEETING IS OPEN TO THE PUBLIC,CITIZENS ARE REQUESTED
TO RESERVE COMMENTS AND QUESTIONS FOR THE SUBSEQUENT COUNCIL MEETING SO
THEY WILL BE A PART OF THE PUBLIC RECORD.

FOR THE MAY 29 , 1991 CITY MANAGER ' S STAFF' MEETING
PRE-COUNCIL
1 . Proposed Curfew Ordinance
SUMMARY Ordinance would prohibit children under 11' yrs .
of age from remaining upon the streets or in public places
after certain hours lentil certain exceptions .
COUNCIL RESPONSE:
a. Chappell : would like to see how Atlanta ' s Curlew Ordinance
has worked . Also more refined details on how ordinance will
be enforced .
b. Zapata and Webber : strongly believe an ordinance is
needed.
C. Granger and Woods : parents should not be the ones
punished .
d. Meadows and Chappell : feel this is only a tool in
curtailing crime . Would like to see a more comprehensive
proposed plan with budget included from the Police llept .
e. All in favor of proceeding with public hearings .

3 . Recommended Option for Animal Control Kennel Services
SUMMARY: Humane Society ' s Bid was the lowest received.
COUNCIL RESPONSE:
Zapata: asked that this item be continued. Pull records
to look at previous concerns pertaining to the Humane
Society that were raised at previous meetings .
Webber and McCray: concerned about whether there are some
true savings in going with this contract rather than
building own facility.
