RE: Letter Agreement between the City of Fort Worth (City) and Downtown Fort Worth Inc.
(DFWI) Regarding Use of Community Development Block Grant (CDBG) Funds for
Butler Place Redevelopment Planning Study
Dear Mr. Taft:
The Fort Worth Housing Authority (FWHA) is considering options for redevelopment of the
historic Butler Place Apartments Public Housing site located at 1201 Luella Street, directly
adjacent to downtown Fort Worth. The City supports these efforts to improve the quality of life
and housing conditions of the low income residents at Butler Place through potential relocation
of affordable housing resources to other City-wide locations. The City would also like to ensure
that the proposed redevelopment maximizes benefits for, and takes into consideration the
concerns of, all local partners and stake holders affected by this project, including the Fort Worth
Independent School District (FWISD) and DFWI, as well as the FWHA.
It is our understanding that DFWI is retaining the services of the Urban Land Institute (ULI) to
initiate a formal planning process for the Butler Redevelopment Project. The City intends to
participate in and support this planning process by contracting with DFWI to manage and
coordinate the ULI planning process on its behalf. Given the nature of the undertaking, DFWI
is uniquely qualified to organize and coordinate this planning process.
It is our understanding that the process will include:
• Assembly by ULI of a panel of real estate development experts who will conduct a five-
day interactive planning workshop on or about December 6-11, 2015.
• Delivery by the ULI panel of recommendations regarding various strategic questions
about market potential, development strategies, planning and design, and implementation
for redevelopment of the site.
• Publication of a final report on the panel's findings and recommendations by March
2016. ,

While the total cost of the planning project will be $125,000, the City will compensate DFWI
with $28,750 for the initial costs for this planning study, with all remaining costs to be shared by
four other sponsors, the FWHA, the FWISD, DFWI, and the ULI Foundation.
The purpose of this project is consistent with the purpose of the CDBG program, which is to
develop viable communities by providing decent housing, a suitable living environment, and
opportunities to expand economic opportunities, principally for low- and moderate-income
persons. In addition, planning studies are specifically cited as an eligible CDBG activity in the
federal regulations (24 CFR 570.205). Therefore, the City will use CDBG funds to compensate
DFWI for its coordination of the Butler Redevelopment Planning Study. It is understood that in
administering this planning activity DFWI will comply with all applicable provisions of the
CDBG regulations and related federal requirements. As authorized by federal regulations at 24
CFR 85, the City is providing funds on an advance basis so that DFWI may timely initiate all
required steps of the planning project.
