HomeMy WebLinkAboutOrdinance 16649-10-2005Ordinance No / (U ~ ~-/~J-lO ~~5 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $3,000 000 FOR A TOTAL OF $6,000,000 SUBJECT TO RECEIPT OF THE GRANT FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY AND THE FEDERAL EMERGENCY MANAGEMENT AGENCY FOR THE PURPOSE OF FUNDING DISASTER RELIEF ASSISTANCE TO THE VICTIMS OF HURRICANE KATRINA SEEKING REFUGE IN THE CITY OF FORT WORTH; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-2006 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $3 000 000 for a total of $6 000 000 subject to receipt of the grant from the U S Department of Homeland Security and the Federal Emergency Management Agency for the purpose of funding the disaster relief assistance to the victims of Hurricane Katrina seeking refuge in the City of Fort Worth SECTION 2 That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said -prior ordinances and appropriations are hereby expressly repealed. Authorize a second non-interest bearing inter-fund loan from the General Fund to the Grants Fund in the amount of $3 000 000 00 for continued interim financing of this grant project pending contract execution 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund from $3 000 000 to $6 000 000 subject to receipt of the grant amendment; and 4 Ratify all expenditures made and contracts entered into as part of the City's response to Hurricane Katrina, and authorize the City Manager to enter into future contracts with various entities as necessary in response to the disaster created by Hurricane Katrina up to $6 000 000 DISCUSSION On August 29 2005 the States of Louisiana and Mississippi were hit by a hurricane that caused unprecedented destruction of both lives and property Additional flood damage was sustained in the City of New Orleans as a result of water levee breaches caused by the impact of the hurricane The Federal Government has declared the resulting devastation of Hurricane Katrina a national disaster As a result of the devastation thousands of evacuees have been ordered to leave hurricane-ravaged areas The City of Fort Worth has been requested to provide a variety of emergency and recovery resources to assist the evacuees. On September 1 2005 the Mayor declared a state of disaster for the City of Fort Worth Also on September 1 2005 Governor Perry issued a disaster declaration for Texas and asked for Federal Emergency Assistance On September 6 2006 the City Council voted to continue the disaster declaration for the City of Fort Worth On September 13 2005 (M&C G-14921) the City Council authorized appropriating $3 000 000 for Katrina Hurricane Disaster assistance This M&C requests an additional $3 000 000 to continue providing assistance to Katrina evacuees raising the total. authorized appropriation to $6 000 000 Logname 03HURRICANE 2 Page 1 of 2 The Department of Homeland Security through the Federal Emergency Management Agency (FEMA) has made funding available for disaster relief assistance to victims of Hurricane Katrina seeking refuge in the neighboring states and cities. The City of Fort Worth is providing assistance to these victims and is eligible to receive reimbursement for related expenses. The City continues to purchase supplies and food and is entering into contracts for the coordination and/or provision of assistance to victims that include the following Temporary shelters and overflow hotels, Security for shelters and evacuees, Support logistical needs and Interim housing in apartments/houses. FEMA will reimburse the City 100% of documented expenses incurred in this relief effort. FEMA has already approved a total of $6.2 million in City of Fort Worth reimbursement and/or advance request for expenditures associated with Katrina disaster relief FEMA reimbursement will be subject to future audit.
