AN ORDINANCE REGULATING TRAFFIC AND THE USE OF
F PUBLIC STREETS AND HIGHWAYS OF THE CITY OF FORT
WORTH, TEXAS; DEFINING TERMS; PROVIDING FOR THE
INSTALLATION, REGULATION AND CONTROL OF THE USE
OF PARKING METERS; REQUIRING THE DEPOSIT OF COINS
FOR THE USE OF PARKING METERS AND PARKING METER
ZONES; PROVIDING FOR THE ENFORCEMENT THEREOF;
PROHIBITING THE USE OF PARKING METER ZONES BEYOND
THE PERIOD OF TIME FIXED BY THE CITY ORDINANCES
FOR SUCH PARKING SPACE, AND PROVIDING THAT THE
DISPLAYING OF A PARKING METER SIGNAL SHOWING
ILLEGAL PARKING WHILE A VEHICLE IS PARKED IN SUCH
SPACE SHALL BE PRIMA FACIE EVIDENCE SAID VEHICLE
HAS BEEN PARKED OVER TIME; PRESCRIBING THE MANNER
OF PARKING VEHICLES IN PARKING METER ZONES; PRO-
HIBITING THE USE OF SUBSTITUTES FOR UNITED STATES
COINS IN PARKING METERS; PROHIBITING THE DEFACING
OR INJURING OF PARKING METERS; PROVIDING THAT THE
FEES COLLECTED BY PARKING METERS ARE LEVIED AS
POLICE REGULATIONS; PROVIDING FOR LOADING ZONES
AND SAFETY ZONES; PROVIDING FOR THE IMPOUNDING OF
VEHICLES IN VIOLATION HEREOF; PROVIDING FOR THE
SALE OF UNREDEEMED IMPOUNDED VEHICLES; PROVIDING
THAT THIS- IMPOUNDING FEE SHALL BE CUMULATIVE OF
OTHER REMEDIES; PROVIDING FOR THE COLLECTION OF
THE FUNDS DEPOSITED IN PARKING METERS; DEFINING
AND STIPULATING PARKING METER ZONES; PERMITTING
PARKING ON CERTAIN STREETS; PROHIBITING PARKING ON
CERTAIN STREETS; REPEALING ORDINANCES INCONSISTENT
HEREWITH; PROVIDING A SAVING CLAUSE; PROVIDING A
PENALTY; AND PROVIDING THE EFFECTIVE DATE OF THIS
ORDINANCE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS:
SECTION I,
The word "vehicle" as used herein shall mean any device
in, upon or by which any person or property is or may be trans-
ported upon a highway, except those operated upon rails or tracks.
The word "park" or "parking" when used herein shall mean VO
the standing of a vehicle, whether occupied or not, otherwise than
temporarily for the purpose of and while actually engaged in load-
ing or unloading passengers or merchandise.
The word "loading zone" when used herein shall mean a space
�^ or section of the curb set aside for the exclusive use of loading
and unloading persons, supplies or merchandise.
SECTION II.
That the parts of streets in the City of Fort Worth, Texas,
described in Sections XVIII, XIX and XX of this ordinance are es-
tablished as parking meter zones, and in said zones and such other
parking meter zones as may be hereafter created by ordinance of
the City of Fort Worth, the city is authorized to have installed
parking meters and is authorized to cause parking meter spaces to
be designated in accordance with the provisions of this ordinance.
When signs are erected, or curbs are painted giving notice
thereof, or parking meters are installed in each block, no vehicle
shall remain parked for longer than twenty (20) minutes at any
time between the hours of 8 A. M. and 6:30 P. M. of any day ex-
cept Sundays and holidays officially set by the City Council, with-
in the district or upon any of the streets described in section
XVIII of this ordinance, nor for longer than forty (40) minutes
at any time between the hours of 8 A. M. and 6:30 P. M. of any day
except Sundays and holidays officially set by the City Council,
within. the district or upon any of the streets described in Section
XIX of this ordinance, nor for longer than one hour at any time
between the hours of 8 A. M. and 6:30 F. M. of any day except Sun-
days and holidays officially set by the City Council, within the
district or upon any of the streets described in Section XX of
this ordinance.
SECTION III.
That the City Manager, or such other officers or employees
of the City of Fort Worth as he may select, are hereby authorized �r
to install or place parking meters in such parking meter zones
hereby created or to be created by other ordinances of the City of
Fort Worth. Such parking meters shall be placed upon the curb
along side of or next to individual parking places to be designated
as hereinafter provided. Each said parking meter shall be so set
as to show or display a signal that the parking space along side
of same is or is not in use.
The City Manager, or such officers or employees above re-
ferred to, shall provide for the installation, regulation, control,
operation and use of the parking meters provided for in this ordi-
nance and shall maintain said meters in good workable condition;
each said parking meter shall be so set as to display a signal
showing legal parking upon the deposit of a five-cent coin of the
United Statds therein for a period of time conforming to the park-
ing limit now or hereafter provided by the ordinances of the City
of Fort Worth for the part of the street upon which said meter is
placed; and each meter shall by its device clearly set out and
continue in operation from the time of depositing such coin until
the expiration of the time fixed by said ordinances as the parking
limit for the part of the street upon which said meter is placed;
each said meter shall also be so arranged that upon the expiration
of said parking limit, it will indicate by a mechanical operation
and the appearance of proper signal that the lawful parking period
as fixed by the ordinances of the City of Fort Worth has expired.
SECTION Iii.
When any vehicle shall be parked in any space along side
of or next to which there is located, under this ordinance, a park-
ing meter, the owner, operator, manager or driver of said vehicle
shall, upon entering the said parking space, immediately deposit
a five-cent coin of the United States in the parking meter along
side of or next to said parking space, and the said parking space
may then be used by such vehicle during the parking limit pro-
vided by the ordinances of the City of Fort Worth for the part of
the street in which said parking space is located. If said ve-
hicle shall remain parked in any such parking space beyond the
parking limit fixed by the ordinances of the City of Fort Worth
for such parking space, the parking meter shall display a sign
showing illegal parking-and in that event such vehicle shall be
considered as parked overtime and beyond the period of time fix-
ed by the ordinances of the City of Fort Worth, and the parking
of a vehicle overtime or beyozid the period of time fixed now or
hereafter by the ordinances of the City of Fort Worth in any such
part of the street where any such meter is located,• shall be a
violation of this ordinance and punished as hereinafter set out.
It shall be unlawful for any person to cause, allow, permit or
suffer any such vehicle registered in his or another's name to be
parked overtime or beyond the lawful period of time as above de-
scribed.
SECTION V.
It shall be unlawful and an offense for any person to de-
posit or cause to be deposited in a parking meter a five-cent
coin for the purpose of extending the parking time beyond the
time fixed by the ordinances of the City of Fort Worth, for park-
ing in the parking space along side of or next to which said park-
ing meter is placed.
SECTION VI.
It shall be unlawful and an offense for any person to per-
mit a vehicle to remain or be placed in any parking space along
side of or next to which any parking meter is placed while said
meter is displaying a signal showing that such vehicle shall have
been already parked beyond the period of time fixed by the ordi-
nances of the City of Fort worth for such parking space,
That the displaying of a sign showing illegal parking by
any parking meter while a vehicle is parked in a parking space
ad5oining said parking meter shall be prima facie evidence that
said vehicle has been parked overtime and beyond the period of
time fixed now or hereafter by the ordinances of the City of Fort
Worth.
SECTION VII.
It shall be the duty of each traffic patrolman, or such
other officer as shall be so instructed by the Chief of Police in
his beat or district, to take the number of any meter at which
any vehicle is overparked as provided in this ordinance and file
a complaint for any violation in the Corporation Court of said city.
SECTION VIII.
Any vehicle parked in any parking space in any parking meter
zone shall be parked with the hood of such vehicle along side of
or next to the parking meter along side of such parking space in
parallel parking spaces, and with the radiator directed at the said
meter in diagonal parking spaces, and in either event shall be
parked within the lines marked on the street for such parking space
as provided hereinafter.
SECTION IX.
The Chief of Police, or such other officers or employees
of the city as he shall select, shall place lines or marks on the
curb or ou the street about or along side of each parking meter
to designate the parking space for which said meter is to be used
and each vehicle p&rked along side of or next to any parking meter
shall park within the lines or markings so established. It shall
be unlawful and an offense to park any vehicle across any such
line or mark or to park said vehicle in such way that the same
shall not be within the area so designated by such line or marking.
SECTION X.
It shall be unlawful and an offense to deposit or cause
to be deposited in any parking meter any slug, device or substi-
tute for a five-cent coin of the United States.
SECTION XI.
It shall be unlawful and an offense for any person to de-
face, injure, tamper with, open or wilfully break, destroy or im-
pair the usefulness of any parking meter installed under the terms
of this ordinance.
SECTION XII.
The five-cent coins required to be deposited, as provided
herein, are hereby levied as police regulation, supervision and
inspection fees to cover the cost of inspection, supervision and
regulation involved in the inspection, installation, operation,
control and use of the parking spaces and parking meters described
herein, and involved in checking up and regulating the parking of
vehicles in the parking meter zones created hereby.
SECTION XIII.
The City Manager or such officers or employees as he may
designate are hereby authorized to establish such loading zones
as are necessary for the conduct of business, to omit parking me-
ters from such loading zones, and to properly sign and mark such
zones.
No person shall stand or park a vehicle in a loading zone
for the purpose of loading or unloading passengers for-,.a period
in excess of two minutes.
The use of loading zones for the loading or unloading of
merchandise shall be confined to the handling of heavy or bulky
materials. All such loading or unloading must be performed in an
expeditious manner, and no vehicle may remain in a loading zone
for a period of time greater than necessary to expeditiously load
or unload same, hor while the operator thereof is soliciting or
engaged otherwise than in the loading or unloading of the vehicle,
except that a reasonable time shall be allowed for securing a re-
ceipt of delivery.
The use of metered spaces for loading or unloading merchan-
dise as defined above will be permitted before the hour of 10 A. M.
without the depositing of a coin in the parking meter of such said
space, except that the vehicle must load or unload centered as
nearly as possible in a single metered space and in the manner
above described.
The above regulations shall apply only between the hours of
8 A. M. and 6:30 P. M. and on days other than Sundays and holidays
officially set by the City Council.
SECTION XIV.
In the event any vehicle shall be found standing or parked
in or upon any regularly designated parking meter space, or in or
upon any street, avenue, alley, sidewalk, thoroughfare or public
place within the city limits of the City of Fort Worth, in viola-
tion of and contrary to any of the rules, regulations and ordi-
nances of said city that are now or may be hereafter in effect,
the same shall be a nuisance and shall be removed by any police
officer and taken to Police Headquarters, or some other place set
City Council of the City of Fort Worth
aside for such purpose by the and there
kept by some officer until application for its redemption shall
be made by the owner or his duly authorized agent, who shall be
entitled to the possession thereof upon the payment to said City of
Fort Worth of the sum of Two Dollars ($2.00), together with all
other costs of removal and storage that may have accrued thereon.
SECTION XV.
In the event the vehicles impounded as set out 14 Section
XIV of this ordinance shall not be redeemed by its owner or its
agent within five (5) days, then such vehicle shall be sold for
such penalty, charges and costs,in the manner as nearly as prac-
ticable as is provided by Section 56, Title I, Chapter 13, of the
Revised Ordinances of the City of Fort Worth, Texas, for the sale
of impounded animals.
SECTION XVI,
The remedy and impounding fee and costs provided for in
this ordinance shall be cumulative of any and all other penalties
that may be provided.
SECTION XVII.
That it shall be the duty of the Chief of Police to desig-
nate some member, or members, of his department to make regular
collections of the money deposited in said meters. In this con-
nection, it shall be the duty of such persons so designated to
pick up the sealed cylinders containing the coins as deposited in
the meters and deliver such cylinders with the seals unbroken to
the City Secretary. It shall be the duty of the City Secretary
to break the seals and count the funds and deposit same to the
credit of the City of Fort Worth in a special fund called "Park-
ing Meter Fund," which said fund shall be disbursed on order of
the City Council. That the duties prescribed to the officer and/
or officers of the City of Fort Worth under the terms of this
section shall be in addition to their regular duties which they
are now performing.
SECTION XVIII.
A meter zone, No. 1, is established on the following streets
limiting parking to twenty (20) minutes, as follows:

SECTION XXI.
Parallel parking for one (1) hour on the north side of
Weatherford Street between Commerce and Houston Streets shall -here-
after be permitted between the hours of 8 k. M. and 6:30 P. M.,
with the exception that this limitation shall not apply on Sundays.
SECTION XXII.
It shall be unlawful for the driver or owner of any ve-
hicle 'to park said vehicle or to permit the same to be parked,
stand or remain on the south side of Sixth Street between Main
and Taylor Streets, and on both sides of First Street between
Houston and Throckmorton Streets.
SECTION XXIII.
This ordinance shall be and is hereby declared to be cumu-
lative of all other ordinances of the City of Fort Worth affecting
traffic and shall not operate to repeal or affect any such ordi-
nance or ordinances, except insofar as the provisions of such or-
dinance or ordinances are inconsistent or in conflict with the pro-
visions of #.itis ordinance, in which instance or instances those

SECTION XXV.
Any person, firm or corporation who shall violate or per-
mit, suffer or allow anyone to violate any of the provisions of
this ordinance shall be guilty of an offense, aitd upon conviction
shall be fined not to exceed the sum of One Hundrdd Dollars ($100).
SECTION XXVI.
That this ordinance shall take effect and be in full force
and effect from and after the date of its passage and publica-
tion as required by law.
