M&C C-12956(Continued from a Previous Meeting)-Charles Boswell, Assistant City Manager (FOR ACTION TODAY) (30 MIN.) 2) Report on Phase I and Proposed Implementation of Phase II at Alliance Airport- Tom Luce, Attorney, Hughes & Luce (FOR DISCUSSION ONLY) (30 MIN.) The Pre-Council Meeting will end at 9:45 a.m. THE PURPOSE OF A PRE-COUNCIL MEETING HELD PRIOR TO A REGULAR CITY COUNCIL MEETING IS TO ALLOW THE MAYOR AND COUNCIL MEMBERS TO INFORMALLY DISCUSS ITEMS ON THE AGENDA AND TO SECURE INFORMATION FROM THE CITY MANAGER AND THE STAFF.ALTHOUGH THE MEETING IS OPEN TO THE PUBLIC,CITIZENS ARE REQUESTED TO RESERVE COMMENTS AND QUESTIONS FOR THE SUBSEQUENT COUNCIL MEETING SO THEY WILL BE A PART OF THE PUBLIC RECORD. City Employee Health Insurance Agreements with Harris Health Pian, inc . D/B/A Harris Methodist Health Pian, and with Harris Methodist Select Plan , Inc . M&C C- 12956 SUMMARY : Staff recomended Harris Health Plan , Inc . . Other options include Sanus Original Pian , Sanus cost shift to employees , and going out for new bids . COUNCIL RESPONSE: Council asked representatives of Sanus Health insurance questions on their new proposed plan. 2. Report on Phase I and Proposed Implementation of Phase Il at Alliance Airport SUMMARY : in the near future, 3 items will need to be considered: a. extension on runway to the northwest b . ground lease for constructing terminal building 3. McDonal Douglas plant ( Ft . Worth is among top 8 sites selected for possibly building the plant. - No financial committments needed at this time. - it would help if City Council would consider making a general expression of support for the plant to come to Ft . Worth . (Resolution for next meeting) . COUNCIL RESPONSE/COMMENTS : Matson: Would like to see what had been proposed under Phase I and how much was accomplished . Could be presented for discussion at next work session in August. Chappell : wouio also like for American Airiines to give an update on their project . Items To Be Continued or Withdrawn: 1 . G-9212 D/FW RAILTRAN System FY 1991-92 Budget (Continued from a Previous Week ) delayed for 1 wk . by Matson until briefing is given. 2. L- 10565 Expansion of Restrictive Easement on Lake Worth - Carswell Air Force Base delayed for 2 wks . by Meadows . 3. C- 12949 Consultant Services for Job Training Partnership Act (JTPA) (Continued From a Previous Week) delayed for 1 wk . by Webber . - Meadows indicated this program administers a subst i, - m of money . He would like to know where dollars are bei g a cumulative report rather than on what is provideaunc>� for approval on separate M&Cs . . . �►oRry r AMEW Ap► Items Denied: 1 . Adoption of Ordinance Directing Zoning Commission to Recommend Amendments to Regulations for Sand and Gravel Pits . . . . . denied by Council . - Matson requested that the word "new" be struck out every time it appeared in the ordinance and make other necessary changes and bring ordinance back to the Council for approval . 2. Zoning Docket No. Z-91 -23 - F>M> Filingim, Jr . 1813- 1815 Tremont Avenue denied by Council . Motion Made by Meadows on the basis that Mr . Raymond Armstong spoke in oppostion and the proponent of the zoning change was not present at Council . Citizen Presentations : - 27 citizens , mainly employees spoke on the issue pertaining to City Employee Health insurance. Over 3/4 of the speakers were in support of the Harris Plan . - Mr . Pedro Herrera spoke regarding Police Accident Report No. 90647758 . Deputy Chief Sam Hill was instructed to get the information from Mr . Herrera and follow up on it.
