HomeMy WebLinkAboutOrdinance 16452-05-2005Ordinance No. ~ ~TJ~ ~.~~~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $100,000, SUBJECT TO RECEIPT OF THE SECURE OUR SCHOOLS GRANT FROM THE COMMUNITY ORIENTED POLICING SERVICES OFFICE, FOR THE PURPOSE OF FUNDING A SURVEILLANCE SYSTEM AT SOUTH HILLS HIGH SCHOOL, MAKING THIS ORDINANCE CUMULATIVE OF PRfOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-2005 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $100,000, subject to receipt of the Secure Our Schools grant from the Community Oriented Policing Services Office, for the purpose- of funding a surveillance system at South Hills High School. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in noway impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16061 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. APPROVED AS TO FORM AND LEGALITY Assistant ity Attorney i ADOPTED AND EFFECTIVE: City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION Approved on 5/31/2005 Ord. #16452-05-2005 DATE Tuesday May 31 2005 LOG NAME 35SOS REFERENCE NO *G-14815 SUBJECT Authorize Application and Acceptance of a Secure Our Schools Grant from the Community Oriented Policing Services Office Approve Acceptance of Funds from Fort Worth Independent School District and Adopt Appropriation Ordinance RECOMMENDATION It is recommended that the City Council: 1 Authorize the City Manager to apply for and accept, if awarded a Secure Our Schools (SOS) grant from the Community Oriented Policing Services (COPS) Office in the amount of $50 000• 2. Authorize the City Manager to accept matching funds in the amount of $50 000 from the Fort Worth Independent School District; and 3 Adopt the appropriation ordinance increasing, estimated receipts and appropriations in the grants fund by $100 000 from available funds subject to the receipt of the grant and matching funds. DISCUSSION The Fort Worth Independent School District (FVNISD) currently operates traditional video surveillance systems in all of its secondary schools with the exception of South Hills High School The South Hills Campus was acquired several years after security systems were installed at other FWISD schools. South Hills which has an enrollment of 1 800 students is uniquely made up of a group of small buildings rather than one large building typical of FWISD schools The lack of a surveillance system at the school is of particular concern because the multi-building design of the campus affords many spaces on campus that are not easily monitored by staff during the school day Far too often school officials are not aware of the problem until it has escalated to a more serious incident. The campus has seen a rise in graffiti vandalism, assaults, drug offenses and theft occurring during the school day Along with these increases the number of non-school hours offenses has also increased The building was burglarized ten times between January 2004 and July 2004 The district estimates these burglaries at South Hills resulted in equipment losses valued at $25 000 Although material losses at the school are significant, they do not compare to the violation experienced by students and faculty when the school is victimized by crimes that are largely preventable Both the Fort Worth Independent School District and the Fort Worth Police Department have identified the need for increased security at the South Hills High School Campus However budget constraints have prohibited the purchase and installation of a comprehensive surveillance system.
