OR IMMEDIATELY FOLLOWING PRE-COUNCIL MEETING ******************************************************************************* THE PURPOSE OF A PRE-COUNCIL MEETING HELD PRIOR TO A REGULAR CITY COUNCIL MEETING IS TO ALLOW THE MAYOR AND COUNCIL MEMBERS TO DISCUSS INFORMALLY ITEMS ON THE AGENDA AND TO SECURE INFORMATION FROM THE CITY MANAGER AND THE STAFF. ALTHOUGH THE MEETING IS OPEN TO THE PUBLIC, CITIZENS ARE REQUESTED TO RESERVE COMMENTS AND QUESTIONS FOR THE SUBSEQUENT COUNCIL MEETING SO THEY WILL BE A PART OF THE PUBLIC RECORD. MARCH 19 , 1991 CITY COUNCIL NOTES FOR MARCH 20 , 1991 CITY MANAGER ' S STAFF MEETING PRE-COUNCIL 1 . Update on Animal Shelter SUMMARY a . Three options for kennel services : - lease-purchase facility - city constructed facility - contract with public/private agencies COUNCIL RESPONSE/COMMENTS a . Mayor: pleased with progress on issue . 2 . Ethics Review Committee Appeal Process SUMMARY a . Mr. Cameron has appealed on his case to the City Council . b. Staff requested if hearing could be held next Tuesday . COUNCIL RESPONSE/COMMENTS a . Council agreed to schedule hearing next Tuesday, March 26 . They will also meet to discuss redistricting processs . 3 . Legislative Issues SUMMARY a . Bill will be heard today dealing with memorandum of understanding between municipalities and police and fire organizations . Takes decision on pay raises out of citizens ' vote . COUNCIL RESPONSE/COMMENTS a . Gilley: suggested meeting should be held with Charles as soon as possible to review recent bills filed . b. Zapata : would like to take a look at bill on collective bargaining before giving his opinion . 4 . Other Items a . Mayor Bolen asked staff for information on regulations on flag poles in neighborhoods . COUNCIL 1 . M&C G-9075 City of Fort Worth Prevailing Rate continued for 1 week. a . Ronnie Gray spoke to Council on job titles . 2 . M&C G-9078 Increase in Beer Prices at Municipal Golf Courses continued for 1 week . Research other Municipal Golf Courses . a . Webber : would like to see increase in sale price from $1 . 25 to $1 . 75 rather than $1 . 50 to increase revenue . b . Zapata : did not agree that increasing the price by an extra $ . 25 would increase the revenue . People may start bringing their own beer rather than purchasing it . 3 . Citizen Presentations a . Doris Bennett from Rosemont area complained about a neighbor on 4045 Stanley having a wall and calling it a breezeway . b . Gean Gros has established a new organization in mid-south area - Fairpark Neighborhood Association . Also , had technical questions on petition they are drawing up to do away with historical district in Fairmount . C . Josheph Patriarco is a business owner in historical district and the historical designation of the area was his incentive for opening his business in that area .
