SOUTH AFRICA POLICY
On June 23, 1987, the City Council adopted Ordinance No. 9899 which amended
Chapter 2, Article IV, Division 2 of the City Code. The ordinance pertains to
purchasing procedures and requires that "any entity proposing to contract with the
City disclose the extent of their ownership or other business interest such entity has
with any individual, partnership or corporation doing business with the governments
of the Republic of South Africa and/or Namibia, or doing business in the Republic of
South Africa or Namibia."
Following the independence of Namibia, the City Council amended Ordinance No.
9899 on June 2, 1992 to revoke any reference to the nation of Namibia.
Given the movement toward democracy now underway in South Africa, Nelson
Mandela, President Clinton, the National Black Caucus of Local Elected Officials, and
many others, are urging cities and states to remove any existing sanctions against
South Africa. Mr. Mandela recently stated in an open letter to the U.S. based
organization, the Africa Fund:
"M hope that the cities and states that were the firm backbone of the
anti-apartheid movement in the United States will commit themselves to
actively supporting reinvestment in the South African economy in a
socially responsible manner which will help address the devastating
legacy of apartheid. Sanctions played a critical role in bringing us close
to freedom day and I will be forever grateful to the American people..."
Unless otherwise directed, the staff will schedule an agenda item for the City Council
meeting of December 14, 1993 to repeal Ordinance No. 9899 and, thereby, end the
City of Fort Worth's sanctions against the Republic of South Africa.
