During the City Council Meeting of June 25, 1991, Mr. R.C. Hestilow
spoke to the City Council regarding the need for additional parking
at Patricia LeBlanc Park.
LeBlanc Park is situated on Granbury Cut-Off in southwest Fort
Worth (See attached map) . The park was dedicated through the Park
Dedication Policy in 1986 by the developer. The LeBlanc family
donated the park and provided all the park facilities except the
tennis courts, loop sidewalk and tree plantings which were
completed using park bond funds.
There are two soccer fields and two softball fields, a picnic
shelter, play area and a 39 car parking lot. Overflow parking
occurs on Granbury Cut-Off. On Saturday mornings it has been a
common occurrence to see the park filled with soccer or softball
players during the respective seasons. At such times, cars will
line both sides of Granbury Cut-Off after filling the parking lot
and entry road beyond the designed limits.
In October 1988, a complaint was presented to Traffic Engineering
in T/PW. After some investigation, Granbury Cut-Off was posted for
NO PARKING on the east side, across from the park. It has been
posted for over two years. The problem was that when cars parked
on both sides of the street, only one lane of traffic remained open
in each direction. When northbound traffic attempted to turn left
into the park's overflowing parking lot, cars with other
destinations could not pass and traffic would back up. The
solution was to post the NO PARKING signs, allowing traffic to pass
on the right and relieve traffic congestion. Unfortunately, a more
strained parking condition resulted; the net loss was approximately
17 parking spaces.
We have been aware of the need to expand the on-site parking lot
but since no funds are currently available, no design work has been
done and we cannot propose a time schedule for expansion.
